Strategy Shift for ISIS: Inflicting Terror in Distant Lands
By ERIC SCHMITT and DAVID D. KIRKPATRICK NOV. 14, 2015

WASHINGTON — Defying Western efforts to confront the Islamic State on the battlefield, the group has evolved in its reach and organizational ability, with increasingly dangerous hubs outside Iraq and Syria and strategies that call for using spectacular acts of violence against civilians.

    [...]

The massacre in Paris on Friday, following bombings in Beirut, Lebanon, and the downing of a Russian passenger jet over Egypt, all claimed by the Islamic State, reveals a terrorist organization that has changed in significant ways from the West’s initial understanding of it as a group focused on holding territory in Syria and Iraq and building a caliphate, or Islamic state.

    [...]

The Islamic State, also known as ISIS, ISIL or Daesh, has for the first time engaged in what appears to be a centrally planned campaign of terrorist attacks aimed at inflicting huge civilian casualties on distant territory...

“They have crossed some kind of Rubicon,” said William McCants, a scholar at the Brookings Institution and author of “The ISIS Apocalypse.” “They have definitely shifted in their thinking about targeting their enemies.”

    [...]

“There is a radical change of perception by the terrorists that they can now act in Paris just as they act in Syria or Baghdad,” said Mathieu Guidère, a terrorism specialist at the University of Toulouse. “With this action, a psychological barrier has been broken.”

    [...]

Al Qaeda, the Islamic State’s principal forebear, built its identity around spectacular terrorist attacks because its leaders saw themselves as insurgents seeking to overturn Arab governments that they deemed apostates. Al Qaeda wanted to bait the West into military actions that would destabilize Arab states. The Islamic State, in contrast, has increasingly styled itself a state and, in many ways, behaved like one.

Was it a couple weeks ago that Foxfire posted in the NOCO thread that there are over 900 active ISIS investigations in the US or something like that? FHG do you remember that post / link?

Will look for it. It was Dir Comey who said it I think, in a number of places and on a number of occasions, but IIRC, Foxfire was quoting his testimony to Congress.

    Found it:

The Islamic terrorists misinterpret and twist the Quran to justify their behavior, i.e. the violent ways they commit mass murder, rapes and incest, and human slavery. They target Non-Muslims and Muslims alike. They are considered politically liberal Muslim protesters and they have extreme doctrines which sets them far apart from the Islamic faith practiced by the majority of Muslims. Some experts believe these terrorists are mentally unstable with other psychiatric tendencies and/or illness. Other experts believe the terrorists to be "displaced" , typically, young individuals, coming from all over the world to find acceptance among the masses of those filled with hate toward policies and behaviors of other countries, mainly the U.S. and free countries. Women are disposable beings, not counted as having worth other than for the physical use/abuse of the terrorists. These terrorists do not value life! I cannot even imagine how they treat animals! It is believed that a large number of these terrorists are not even religious, use drugs, drink alcohol and are promiscuous, all against the Islamic religion. In other words, they USE Allah to perform their violent sociopathic and psychopathic acts, while Allah has nothing at all to do with their behavior.

The big question here is, how to identify these terrorists and separate them from those of genuine and good Islamic faith? How is this enemy to be eliminated with the least collateral damage? It isn't too difficult to identify Christian extremists in the U.S., although there are always going to be the rogue domestic terrorist that commit horrific crimes, but how can these extremists be identified that live in the deserts and in the mountains, are all male, have similar appearances, camp together to plan their attacks...etc? They so easily blend into society by the masses. And WHY are we allowing Syrian refugees to come to this country in masses, spreading them out to cities all over the country? Are we helping them, or is this a way to infiltrate our country across the board? I agree that only women and children should be allowed entrance at this time, in order to give US officials time to assess what is actually true in this situation. To prevent the sorts of attacks we have just seen in Paris, it is important to be aggressive to defend our homeland. I think it is time to stop worrying about offending people, because the innocent will understand and appreciate our due diligence. JMO

Allowing only women and children breaks up families. I imagine resettling in a strange place is even more difficult without your spouse. Americans imo think family is an important part of our culture and it's almost in our nature to keep them together. We hear this constantly. I think it's cruel and goes against our values to say "You and your daughters are welcome, but you have to leave your male loved ones behind."

I think we can find a better way.

Eta Your comment is awesome though!

Thank you for this news, bessie. Reminded me of this too, which isn't mentioned in the NYT's article, but curiously happened around the same time. I gather it hasn't yet been confirmed by any authorities to be suspicious, nor is the cause yet known. Same type of ties exist in the Sudan.

To play devil's advocate, some might say it's a bad idea, but for a very different reason. Radical women on their own could prove to be a perilous force. For others, the easing of the stronghold placed on them by their oppressive male "loved ones" might ulitmately prove beneficial for them.

"Peter R. Neumann, a professor at King’s College London, told me that online voices have been essential to spreading propaganda and ensuring that newcomers know what to believe. Online recruitment has also widened the demographics of the jihadist community, by allowing conservative Muslim women—physically isolated in their homes—to reach out to recruiters, radicalize, and arrange passage to Syria. Through its appeals to both genders, the Islamic State hopes to build a complete society."

Quite a question and one I've pondered occasionally because I've heard some Muslim men have moved 4 wives to Europe and eventually having many children. Now I've not verified this info well I'll leave it there. For me many questions remain.

In a way, I see this point, but I also see that there may be a sacrifice on the part of the families, temporarily, to gain entry into our country. This is an organized effort, and these people are going to crisis centers in cities all over the country, and should not become lost. My thoughts are more of, mother and children would arrive first, stay in the crisis centers for temporary lodging, and once the first phase of refugees has legally been escorted into the US, all documentation completed, assessments of the individuals looking for those "red flags", THEN, the men could gradually be brought over. This would help to eliminate the threat of the wolves in sheep clothing, so to speak. Remember, several of the high-jackers of 9/11 had been living in this country with wives and children, blending into society, prior to their planned attack. They even took flying lessons in the US! So, it seems to me that separating the family temporarily is not without reason. These are strangers to the US, and we cannot be all trusting, as we may have been pre-9/11. People forget what happened, and become complacent, and with this many refugees, having a huge influx of potentially dangerous people would reek havoc on our civilization, so a short term separation of the family is hardly an enormous sacrifice.

6 family members of one of the suicide bombers identified are in police custody.

A car used by the attackers has been discovered in Montreuil, eastern suburb of Paris.

Omar Ismail Mostefai: from petty criminal to cold-blooded terrorist
    AFP By Clément ZAMPA

"nothing more than a petty criminal before he became the first gunman identified from Friday's attacks in Paris, which left at least 129 dead.

    [...]

had been singled out as a high-priority target for radicalisation in 2010 but, before Friday, he had "never been implicated in an investigation or a terrorist association".

    [...]

The last he knew, Mostefai had gone to Algeria with his family and his "little girl," he said, adding: "It's been a time since I have had any news."

"I called my mother, she didn't seem to know anything," he said Saturday."

Paris Attacks: Suicide Bomber Was Blocked From Entering Stade de France
A suicide bomber had a ticket to the France-Germany soccer game, but his explosive vest was found during a security check at the gate

By JOSHUA ROBINSON and INTI LANDAURO
    Updated Nov. 14, 2015 1:56 p.m. ET

The guard—who asked to be identified only by his first name, Zouheir—said the attacker was discovered wearing an explosives vest when he was frisked at the entrance to the stadium about 15 minutes into the game. France was playing an exhibition against Germany inside.

While attempting to back away from security, Zouheir said, the attacker detonated the vest, which was loaded with explosives and bolts, according to Paris prosecutor François Molins. Zouheir, who was stationed by the players’ tunnel, said he was briefed on the sequence by the security frisking team at the gate.

Where have you heard this? I'm not sure how they would get away with it because polygamy is outlawed in every European country (though the UK has some concessions), the USA, and Canada.

Nothing codified in the law says that "Muslim men are allowed to have as many as 4 wives" and sign them all up "for welfare and other free government programs." Although a Muslim man (or any other man) might live in a polygamous relationship after taking up residency in Michigan, he may only legally claim one wife as his own — he cannot simply list additional (not legally recognized) wives as members of an "extended household" and claim public assistance benefits for them on that basis. Those other "wives" would have to qualify for immigration/residency status (if they were immigrants to the U.S.) and apply for public assistance benefits on their own (as single mothers or heads of households), independent of their status as "unofficial" wives or household members of someone already residing in Michigan.

Syrian refugees are not the enemy. What happened in Paris has been happening to a greater degree every day in Syria. Blaming the refugees for this is heart-breaking. They are running from the same terror, and risking their lives while doing so.
