Embarrassing survey of Mediapart (access for subscribers) for the municipality of Nice (Alpes-Maritimes). In a long article published on Friday (December 23rd), the site reveals that the driver of the truck who killed 86 people on July 14th succeeded in making numerous preliminary explorations on the Promenade des Anglais. These were filmed by the CCTV cameras of the city.
Quoting an investigator from the anti-terrorist sub-directorate of the judicial police (Sdat), Mediapart says that
Mohamed Lahouaiej Bouhlel managed to circulate eleven times on the promenade as a preparation of his trajectory. And this despite the security features. The site returns in particular on a try-out carried out the morning of July 13, the day before the attack. The sequence, filmed by a camera, lasts five minutes. A 19-ton semi-trailer is seen on the roadway, while a municipal by-law prohibits truck traffic of more than 3.5 tonnes. Behind the cameras, "nobody reacts".
Mohamed Lahouaiej Bouhlel steers his vehicle on the pavement, "moves forward at reduced speed and ends up parking along the barriers of the seaside". After a maneuver, he tries to line up with the pergola and "tries to pass underneath". When he does not succeed, he turns into a reverse gear and then descends the sidewalk before resuming his route.
"For five minutes, the individual does not make any deliveries to the hotels and restaurants located on the beach below," Mediapart journalists write, "he does nothing but violating the municipal law."
The scene is immortalized by a video camera, but at the urban supervision center (CSU) of the city of Nice, nobody reacts."
Just as nobody reacted on July 11, the day of the first try-out. That day, "says Mediapart," the same vehicle "rolls on the Promenade des Anglais, lights on".
He "pretends to park and then leaves" by making a U-turn on the sidewalk. The next day, the truck will roll even next to the joggers, on an area reserved for pedestrians and under the eyes of the cameras. Again, no one will intervene.
Contacted by Le Point.fr after the publication of this survey, Christian Estrosi affirms that it is a "synthesis of approximations with the sole aim of causing a controversy". The president of the Republicans of the region Provence-Alpes-Côte-d'Azur explains that he "will not allow to question the competence of his municipal police officers". He plans to file a complaint for defamation against the site.
