At approximately 2:00 p.m. on March 21, officers from the Waukegan Police Department’s Patrol Division were contacted regarding a missing person.
Waukegan Police Department’s Criminal Investigations Division began to investigate in an attempt to locate Seamus Gray, who had not been seen since the early morning hours of March 18. Detectives determined Gray, a member of the United States Navy assigned to Naval Station Great Lakes, did not report back at his assigned time.

The investigation led detectives to locate video surveillance of Gray leaving a bar on Genesee Street in Waukegan where he was subsequently identified on video at the intersection of Sheridan Road and Washington Street in Waukegan at approximately 1:40 a.m. on March 18. Gray has not been seen or spoken to since leaving the bar.

The Waukegan Police Department and the Waukegan Fire Department conducted an extensive search of the area Gray was last seen, and the surrounding area including the lakefront.

This investigation is open and active.

WAUKEGAN, Ill. (WLS) -- Waukegan police continue to search for a Navy sailor who hasn't been seen or heard from since Saturday.

Seamus Gray, 21, was last seen leaving the Ibiza Bar on Genessee Street Saturday morning. He was wearing a red shirt or jacket - and red pants.

Surveillance video captures him at the intersection of Sheridan Road and Washington just before 2 a.m.

Gray did not report back to the Naval Station Great Lakes at his assigned time, leading to an extensive search by both the Waukegan Police and Fire Departments in the area he was last seen, plus along the lakefront.

Police ask anyone with any information to call police immediately.

There seriously needs to be a study about and precautions taken regarding young drunk men and water. Are they drawn to it? Every time I read about a young man missing from a bar with water in any sort of the vicinity, they always end up drowned in it. Why?? The search for a missing United States Navy servicemember will continue Thursday morning after new surveillance video from the Waukegan bar where he was last seen continues to raise questions about his disappearance.

According to authorities, Seamus Gray, 21, who is stationed at the Naval Station Great Lakes, was last seen at 1:35 a.m. Saturday leaving Ibiza bar, located in the first block of North Genesee Street in suburban Waukegan.

Newly released surveillance video from outside the bar shows Gray just before 2 a.m. standing and talking to a group of people. At one point in the video, Gray is seen on the ground. At another point, someone in the group appears to take Gray's wallet from his pocket, but then throws it back at him. Later in the video, Gray is seen taking off down a nearby alley.

According to Ibiza manager Adrian Hernandez, Gray entered the nightclub twice early Saturday morning, and was ultimately escorted out for being too intoxicated.

Hernandez added that Grey got into at least two altercations outside the bar.

I'm pretty familiar with Waukegan and it is not the safest place. That security footage is sinister and strange. He is downtown which is populated, but there's a surprising amount of forest, water, and abandoned industrial locations in the area. The first video that shows him walking alone in an area that looks likes it's behind buildings- this could lead pretty much anywhere, almost all of them not very well lit. I'm assuming this is from after that possible confrontation in front of the bar?

ETA: He was last seen at North Sherdian and Washington- immediately East on Washington is commuter and industrial train tracks, warehouses, and the lake. South on Sheridan is... a bit of nothing for awhile. North on Sheridan would lead him to the Naval Base, but it's at least a 5 mile walk.

That would seem like the easiest thing. Unfortunately, getting phone recorse in most states requires a search warrant and to get one, LE must convince a judge that they have probable to believe that evidence of a crime will be found in the place or item to be searched. To establish probable cause, an officer must typically submit an affidavit based on reliable sources that identify objectively suspicious activities. LE HAS relied on a few different statutory authorities that generally require a lower standard of proof than probable cause. For instance, one statute allows law enforcement to obtain a court order directing access to a company's stored communications when the officer shows a "reasonable basis" to believe the information is "relevant and material to an ongoing criminal investigation." Would the fact that he is AWOL make a difference? Since he is technically 'committing a crime' family might want to talk to an Armed Forces attorney if they can.

In exchange for information leading to Gray's location, Kingsman is offering a cash reward. The identity of all tipsters will be kept confidential.

In order to assist in the search for Gray and his assailants, Kingsman, USPA Nationwide Security's nonprofit division, has deployed members of its Kidnap Recovery Unit to Waukegan. An individual working on the case is former SEAL team 6 member Rodney Brown, who specializes in missing persons cases for Kingsman.

On Thursday, police focused their search on the lakefront, by land and in the air.

Searchers are focusing there because video has shown Gray's progression from the downtown area, where the bar is, to the lakefront, Mullen said.

"Overnight we received some more video down here at the lakefront, from some of the businesses at the marinas, that were showing Seamus right on the water’s edge," he said.

Searchers have been using side-scan sonar, as well as drones and other tools.

Where do you see that he was picking the fights? According to video and statements there was an attempted pickpocketing of him. Bar owner says he and his friends were asked to leave because they were intoxicated. Police said in conference that phone isn’t pinging or being used.

Waukegan Police Commander Scott Chastain said crews resumed the search at 9 a.m. Friday for Seamus Gray, 21.

Friday’s search will focus on areas in North Chicago leading to Naval Station Great Lakes.

Gray left Ibiza Bar, located at 17 North Genesee Street in Waukegan, around 1:35 a.m. Saturday.

The bar said that Gray had been asked to leave the establishment due to his level of intoxication.

He was seen on video by himself minutes later at the intersection of Sheridan Road and Washington Street in Waukegan, according to Waukegan Deputy Police Chief Brian Mullen.

Kerry Rodier Gray, the mother of the man, said during a press conference Thursday that her son “lives for his family, he lives for God and he lives for his country.”


Gray did not report back to the base at his assigned time, Mullen said. Investigators have spoken to people who Gray was with at the bar.

“He came here to fight for his country and now he is missing. I’d like everyone’s help to find my son,” Rodier Gray said.

Rodier Gray, who lives in Florida but came to Illinois after her son went missing, begged anyone with information to come forward.

She said her son “is her life.” She had talked to him just before he went missing.

Gray had planned to play online video games with his brother when he got home that night, Rodier Gray said.

I wonder if he hit his head when he somehow ended up on the ground. Being extremely intoxicated is disorienting enough but a head injury could severely add to that. Unfortunately, the videos of him walking alone at the “water’s edge” doesn’t make it sound like there will be a happy ending from what we’ve seen in many previous cases But holding out hope he just may be turned around and off somewhere not aware of who he is.

One hundred US Navy personnel are helping in Friday's search. Most of the land they're covering is privately owned, so they said they had to get access from property owners.
