I have long thought that they knew exactly who they were referring to in the 2019 presser. I just believe that they had to wait for the evidence to fill in the probable cause. I also think that they didn't expect it to take 3 more years, but Covid really slowed down people's activity. And RA was being careful to avoid detection.
I would think this, too. But I do remember an interview with one of the investigators (not Doug Carter) in around 2021 where they were asked if they had heard the social media theory that they had a POI but just not enough evidence to charge them, and he said, “No, we never had anyone like that.”.

LE are allowed to be untruthful — do you think he said this so as not to tip RA off?
 
I believe a person might opt in to allow LE to use their DNA in the hopes of catching violet criminals. But I think it would be hopelessly naïve for a person to allow LE and/or any government agency access to their DNA, because once your DNA is in the hands of a government entity, you've opened Pandora's Box and lost control over your most private and intimate data. Its possible your DNA might well be used for more than solving violent criminal cases. For example, your DNA which you allow LE to access might be placed into a database which could be accessed by other government entities--for example by the Center for Disease Control or one of their research partners in genetic disease research. This is just my opinion only, but I have personally "opted out" of allowing the government to access my DNA, because I don't trust the government to use my DNA responsibly.
you could be right to be nervous but i personally have opted in because if i can help catch a criminal i will.
 
Playing out a few different scenarios here with the relationship of RA and KK. One that I admittedly haven't given much thought to is - what if they don't know each other and legitimately have no connection? While that might seem far-fetched, hear me out about this:
  • KK acknowledged giving the anthony_shots (a_s) password to at least two people including his father. He also sent it via DropBox and may have posted it elsewhere in several places he claims to not remember.
  • KK told LE in his interview that he talked to young girls online because he was lonely. Several news stories have referenced sources that said he had few friends and was a loner who lived online.
  • We don't know the involvement of RA on the a_s profile or if he was involved in any illicit online activities involving children, however...
  • What if KK blasted out the password on various Dark Web and/or pedo-centric message boards/forums to be big man on campus in his eyes to fellow pedophiles. Meaning, he sends it out with the hope that others see the conversations he's had by catfishing young girls which would increase his 'cred' in that community (and yes my skin crawled typing that). Like him saying look what I can do, etc.
Very much moo, but I suspect KK has a low self-esteem and could have been searching for validation so by creating the a_s profile and getting young girls to send nude pictures of themselves to him then sending the account and password out, he hopes others in that space read what he's done and think higher of him. RA happens to be one of those people who was frequenting wherever KK was posting it, logs in himself, sees the conversation about meeting Libby at the bridge and you know the rest.

While that would make KK uninvolved with the actual murders, it may make him an accessory after the fact or able to be charged with reckless endangerment. Per Indiana code:

RECKLESS ENDANGERMENT/CRIMINAL RECKLESNESS
(a) A person who recklessly, knowingly, or intentionally performs an act that creates a substantial risk of bodily injury to another person commits criminal recklessness.

Perhaps this is why Carter and team haven't released the PC statement yet - because they want to make sure everyone else who should be charged associated with this crime is.
ACG2X, It is always helpful to go over information previously posted and discussed, especially on a fast moving thread. Just look at the charges against KAK and you will see LE has already charged him with exactly what you have suggested. KAK was doing this, if I read the dates correctly, before and after the murders of Abby and Libby! Since the charges have given me insight into what might have occurred, I have wondered if he was not only trying to play the Big Kahuna, but did he also monetize his evil predilections? If he was monetizing... there might be a money/crypto trail LE is working through? One day we will find out how these two creeps, born male but never knew how to become real men, ended up on the same crime investigation. You are much kinder than me in describing KAK as having "low self-esteem and seeking validation." as a reason for contacting local minors and disrespecting his community. I think he is an evil creep who thinks, not getting caught is the same thing as being innocent. And, his unchallenged lies are the same as telling the truth.

Allen is a licensed pharmacy tech in Indiana, according to state records. The license was issued in February 2018, a year after the Delphi murders.

He worked at CVS, according to people who live in Delphi and have posted the information online because they’ve seen him at the store. There are screenshots in which a relative of German appears to confirm that he served them when they went to the CVS to get photographs printed for the girls’ funerals, and he gave the photos to the family for free.

“Richard used to work at the Peru CVS. I would guess he was management there for a year or more. I’ve spoken with him multiple times in the Peru store,” a woman wrote on a true crime page devoted to the case on Facebook, referring to Peru, Indiana. She wrote that he “seemed nice and helpful, there was a small bad vibe inside.”

I think he stayed in plain site and in the same town because he enjoyed it. Listening to all the rumours and even interacting with the family members of his victims. Possibly being part of the investigation in a certain way. He may have enjoyed talking to the locals about the crime he comitted getting satisfaction from them not knowing they were talking directly to the one that did it. Being in same room as his suspects drawing knowing it was himself
 
My question regarding this specifically is if they had his DNA from and compared it to the famillial database then why has it taken so long to make an arrest? I realize technology evolves but Ancestory and 123 have been around prior to 2017. So, why?
Maybe IF there is familial DNA the family member only recently submitted their DNA?
 
If you do street view on Google earth of the Delphi CVS I wonder if that is his black SUV in the lot.
They didn't take an SUV. There are photos of the car that were showed during the HLN piece, and it looks like a small hatchback. Dodge Caliber or Mazda 3. The vehicle he was in while waiting for the warrant was a minivan. Honda Odyssey or Toyota Sienna.
 
i'm still so confused about the sketches. The second one is a little off but i can see somewhat of a resemblance in the eyes. The first one though doesn't look like RA at all IMO. Like where did that come from?? Does make you wonder if he wasn't a lone wolf...

Maybe it's just a partial DNA? Some DNA was sent to Quantico in December 2018. I've always thought that it wasn't enough to do one of those Parabon sketches that look much more detailed than the subsequently released sketch#2 in April 2019. I think they pretty much eliminated, at the beginning of 2019 CE, who IMO was almost a dead ringer for sketch#1. I'm thinking that December 2018 DNA sent to Quantico had something to do with that. AJMO

 
So, there are several DNA services, but the most popular are Ancestry and 23. Law enforcement doesn't have access to those databases.

What they do have access to, is GED match. That's a site where you can upload your DNA that was processed by one of the other services. If you opt in, law enforcement can access that DNA for use in cases.

So they have the DNA of a suspect, they upload it to GED Match, and then a genealogist uses that to find a relative (many times distant), and build a family tree to narrow down who the suspect might be.

Sometimes it can really only be one person, and other times it'll come back to siblings or something.

Law enforcement will then further investigate, many times surreptitiously gathering DNA.

If they get a match, they will get a warrant for a cheek swab, either before or after arrest.
Thank you for posting this. Many people believe that if LE has a DNA sample and subsequent analysis, they can upload it to Ancestry.DNA or 23 and me and find links to family members of a suspect. The last time I checked, you must be able to submit your spit sample to such sites in order to find people who also submitted spit samples that have some similar DNA segments.

If law enforcement has the name of a suspect and they obtain the proper paperwork (search warrant, etc.), LE can request DNA information from Ancestry.DNA or 23. The DNA for relatives is not released.

In order to trace DNA through a family in hopes of finding a suspect, a suspect's family member must have uploaded their DNA profile to a genealogy site. Then paper trail genealogists can use Ancestry.com (not Ancestry.DNA) to create family trees and connections in the hopes of narrowing down a list of suspects. This was done to catch the Golden State Killer. It is very labor intensive from what I understand.

Yeah, after reading the graphic details of the pictures KK traded, of which I will never get out of my head, I can't accept he has low esteem and seeking validation. His behavior was just too sick to be that. Imo.
 
What would be the reasons for why a person would want to opt in to the GED database? Would they have access to additional information beyond what Ancestry and 23 would provide in terms of their DNA results? Just wondering what the motivation would be.
The advantage is that you will have access to relatives that may have used a DNA testing service that is not the same one that you used to get your DNA profile. If you submit your spit sample to 23 and me, then you only can see relatives who used this service.
 
Re: the vehicle towed, if it’s the one that is parked near the camera during the vid then it looks like a Chevy avalanche and that appears to also be on google street view at CVS IMO
That is a neighbor's vehicle; they towed a small hatchback. The Google Street View images are from 2015, well before he had his pharmacy tech license, as well.
