MOO Having LE capabilities anywhere in the state is not the same as jurisdiction. If a crime occurs in an incorporated city, that city's police have jurisdiction. If the crime is in unincorporated county territory, the sheriff's dept has jurisdiction. The state police have jurisdiction over an accident on the freeway, etc.
