Stadium in northern India converted into "temporary jail" for lockdown violators

A cricket stadium and a sports complex in Chandigarh, India have been converted into temporary jails for those who violate lockdown conditions.

"We round up people we find loitering on the street who are violating the lockdown conditions and bring them to the jail to brief them about social distancing, we provide them with food and tell them about proper sanitization, and they are let go by evening," said Chandrajit Singh, Chandigarh Police's public relations officer.

"We don't file official charges against these violators, but if there are repeat offenders then action might be taken against them," Singh said. The jails will be operational as long as lockdown conditions are in place, he added.

The Indian city of Haryana has set up shelters for migrant workers in government buildings and private properties offered by social organizations.

Haryana police say they have persuaded migrants attempting to leave the state to move into these shelter homes, and that they are facilitating the distribution of food, medicines and other essential items to almost 500,000 workers.

In a televised address to the nation at 8pm on Tuesday, March 24, Indian Prime Minister Narendra Modi put 1.3 billion people under a three-week lockdown. It was the world’s largest coronavirus directive – not even China, the world’s most populous country and source of the Covid-19 outbreak, imposed such a sweeping nationwide shutdown, with Beijing isolating only the worst-affected Hubei province. The time frame was breathlessly tight: the measures would start at midnight, Modi announced, giving his people less than four hours to stock up and disregard earlier directives to avoid hoarding.

Millions of migrant workers from India’s vast informal sector attempted to leave cities – where many simply live on work sites that were shutting down – for their villages. With no jobs, homes, savings, social security or ability to earn daily wages in cities, the village offered the only chance of survival.

But public transportation was shut down under Modi’s vague, emotionally charged but detail-free curfew order. State borders closed. Supply chains, in the absence of emergency measures, ground to a halt stalling the entry of food and essential goods. With no access to food or transportation, India’s urban poor took to the streets, walking to distant villages in a flood of human misery. More than 20 migrant labourers have died trying to walk to their villages over the past few days.

Doctors in India fighting the virus have been subject to danger and discrimination, as some in the public fear health-care workers could themselves bring the virus into their communities and contribute to its spread.

The incident took place Wednesday, when two doctors and three community health workers were attacked in the city of Indore.

"It was around 2:30 pm and we were counseling a patient when around 200 people came and started pelting stones. It was lucky that a district administrator was with us that day and rushed us out in a car," said Dr. Trupti Katdare, one of the doctors there.

The Covid-19 pandemic and the ensuing lockdown has placed women from abusive households in a tough situation. They suddenly find themselves locked in with those who abuse them, verbally, physically, or emotionally, and going out means risking infection.

In several countries, including the UK, Spain, and China, domestic abuse helplines have witnessed an increase in the number of calls since social distancing measures enforced by their governments kicked in.

In India, however, there’s a different trend at play. While the number of calls to domestic abuse helplines seems to have registered a decline, women’s rights activists and counsellors told ThePrint that victims were increasingly employing other means such as emails, even Twitter direct messages, to lodge complaints or seek guidance without tipping off their abusers.

Of the four national helplines approached by ThePrint, three reported a stark drop in the number of calls from women in distress since the nationwide lockdown kicked in.

The Delhi-based Jagori and Shakti Shalini and Pune-based AKS Foundation — all NGOs running helplines that counsel women who face domestic abuse — said they were receiving fewer calls and emphasised that this was a cause for concern.

AKS Foundation said the volume of calls had fallen by 65 per cent — from an average of 15-20 calls per week, to 7 since 25 March.

Shakti Shalini used to receive an average of five calls a day, but the number is now down to 1-2. Jagori, among the oldest NGOs running a distress helpline for women facing domestic violence, was reluctant to share its weekly and daily data but told ThePrint that they saw a “more than 50 per cent drop” in the number of calls.

“From an average of 800-900 calls per day, we have now been getting around 1,100 to 1,200 calls from all over the country. But most of these are from people asking for food or rations, and few are from women in distress,” a senior police officer said, adding that abuse-related calls had dropped.

AKS Foundation director Barkha Bajaj said a big reason behind the drop in calls “at this point in time is because women are not getting the opportunity to call”.

Indian health officials have identified what is believed to be the country’s first “superspreader” of the coronavirus, tracing more than a quarter of the country’s infections to gatherings held by a Muslim missionary group in New Delhi.

The cluster of infections, linked to events held last month at the Tablighi Jamaat Center in India’s capital, has set off frantic efforts to trace thousands of attendees around India, many of them foreigners visiting from Southeast Asia.

India has 4,067 confirmed cases and 109 deaths, with officials linking more than 1,000 of those cases to adherents of Tablighi Jamaat, an influential Islamist movement that urges Muslims to model their religious behavior and dress after the prophet, Muhammad.

In recent weeks, the group’s gatherings in Malaysia and in Pakistan have also played significant roles in spreading the virus globally.

As India’s 21-day nationwide lockdown nears its final week, the authorities have rushed to track more than 20,000 people who visited the Tablighi Jamaat Center in New Delhi, including preachers from Indonesia and the Philippines, several of whom have already died from the virus.

In the state of Uttarakhand, the police warned Tablighi Jamaat members that they could face attempt to murder charges if they did not report to health officials by Monday and were subsequently linked to an undisclosed case of the coronavirus.

India has reported 4,312 active cases of coronavirus (as of 6pm, April 7), according to the health ministry. Total deaths stood at 124. As many as 352 patients have been cured or discharged and 1 migrated. Maharashtra has the highest number of cases among all states, with 868 confirmed coronavirus cases and 48 deaths. Only 56 people have been cured or discharged in the state.

The other states where most numbers of active cases of COVID-19 have been reported are -- Tamil Nadu and Delhi. In Tamil Nadu, the active case tally has surged to 621 and five patients have died. In Delhi, the active cases have risen to 576, while seven people have succumbed to the illness caused by the virus.

Most cases in India are of people who had a travel history to coronavirus infected countries or had come in contact with a person who had recently travelled abroad, this is called local transmission. The Indian Council of Medical Research (ICMR) has maintained that there is still no evidence of community transmission of coronavirus in India.

Analysis of the first fifty cases of coronavirus in the country by India Today had shown that 39 of them had a travel history to a country that was already dealing with the coronavirus outbreak. Out of the 50, only 11 cases of local transmission were reported in the country. These first 50 COVID-19 cases were reported from Kerala, Tamil Nadu, Telangana, Karnataka, Maharashtra, Uttar Pradesh, Delhi, Haryana, Rajasthan, Punjab, J&K and Ladakh.

In Kerala, Telangana, Uttar Pradesh, the active coronavirus cases have surged to 327, 364, and 305, respectively. The fatalities in these states stood at two, seven, and three. Rajasthan, Andhra Pradesh, and Madhya Pradesh have registered 288, 266 and 229 confirmed cases, respectively. Gujarat has registered 165 active cases and 13 deaths. Whereas, Karnataka's case tally has climbed to 175 and 4 fatalities. Jammu and Kashmir has reported 116 active cases and 2 deaths, until now.

Punjab has reported 91 cases, while 90 COVID-19 cases have been detected in Haryana. The number of cases has risen to 91 in West Bengal. Bihar has 32 cases, while Chandigarh has 18 and Ladakh has reported 14 cases. Chhattisgarh has 10 positive patients while Uttarakhand has reported 31 cases so far. Goa has reported seven coronavirus cases; Odisha 42; Puducherry five; and Himachal Pradesh 13 cases. Arunachal Pradesh, Mizoram, and Tripura have reported one case each of COVID-19. In Manipur, two cases have been reported. In Assam, the tally has surged to 26.

Organised by the Bollywood directors Karan Johar and Zoya Akhtar, the event is intended to raise millions of dollars for more than 100 groups providing food and other essential services during the crisis.

Concert organisers said the money was needed “for those who have no work and no home and do not know where their next meal is coming from”.

India’s 1.3 billion people have been in lockdown since 25 March. Restrictions have recently been eased, but they are expected to last until at least 17 May.

The shutdown hasstranded millions of migrant workers in cities with little food or money. Special trains were organised on Saturday to help thousands of labourers finally return home.

has so far reported 37,335 coronavirus cases and 1,218 deaths. More than 2,000 new infections were recorded in the last 24 hours. Experts fear a lack of testing and poor reporting procedures mean the death toll is much higher.

The government has announced a series of special activities to rally support for frontline workers. The Indian air force is to stage a flypast on Sunday and military helicopters will shower petals on hospitals caring for coronavirus patients. Warships will also put on a special display.

NEW DELHI — India’s confirmed coronavirus toll crossed 7 million on Sunday with a number of new cases dipping in recent weeks, even as health experts warn of mask and distancing fatigue setting in.

The Health Ministry registered another 74,383 infections in the past 24 hours. India is expected to become the pandemic’s worst-hit country in coming weeks, surpassing the U.S., where more than 7.7 million infections have been reported.

India on Thursday recorded 53,476 new Covid-19 cases, marking the highest single-day rise in cases since October 23, according to a CNN tally of figures from the Indian Ministry of Health.

The country has been reporting more than 35,000 new cases daily for over a week in a recent surge in cases after they fell in January and February this year.
Randeep Guleria, director at the All India Institute of Medical Sciences, told CNN on Wednesday that "it is the beginning of a second wave."
The rise in cases comes as the country's top researchers announced that there are nearly 800 variants of concern present in the country.
The Indian SARS-CoV-2 Consortium on Genomics -- which has been carrying out genome sequencing and analysis of coronavirus strains since December -- says 771 cases of variants of concern have been detected in India. Most of the cases are the coronavirus variant first identified in the UK, according to a statement from the Indian Ministry of Health on Wednesday.“
 
“From around 10,787 samples analyzed by the Indian SARS-CoV-2 Consortium on Genomics from 18 states, 771 cases of variants of concern were detected, the majority of which were the UK strain, according to the Ministry of Health. Thirty-four were the variant first identified in South Africa and one was variant P.1 from Brazil.
The Ministry of Health and Family Welfare also said it has found a variant with mutations that don't match previously identified variants of concern.

“It's not unusual to see multiple mutations in one variant. "All of these viruses (variants) which we are dealing with are already mutants," said virologist T Jacob John. The strain that became globally prevalent was already different from the first strain that originated in Wuhan, China, he added.
The strain first found in the UK, the B.1.1.7 variant, has 23 mutations compared to the original strain found in Wuhan, according to the American Society of Microbiology.
The Brazil variant known as P.1 has 17 mutations, and the South Africa variant known as B.1.351 also has multiple mutations, according to the US Centers for Disease Control and Prevention (CDC).“
