Cheryl Williams was last seen running from her uncle's trailer at the Fellowship Community of Ruston on Highway 507 in Ruston, Louisiana on July 20, 2004. She ran eastward into a large, densely wooded area and has never been heard from again.

Williams has been known to drop out of sight for days at a time, but she has never been gone for this long. She left behind two daughters. Her sister reported her missing several days after she was last seen.

The FBI kicked off an investigation in a cold case in Lincoln Parish. Investigators searched and dug in a wooded area on Highway 3061. Family members said around the time Wiliams disappeared they found her purse at someone's doorstep just miles from where the search took place.
 
Man faces murder charge in Lincoln Parish cold case

A joint investigation between the Louisiana State Police Bureau of Investigations and the Lincoln Parish Sheriff’s Office has resulted in the arrest of a suspect from a 2004 missing person investigation.

In July 2004, the Lincoln Parish Sheriff’s Office opened an investigation after the family of Cheryl Williams reported her missing.

During the course of the investigation, Lonnie Frazier Jr., age 70, of Ruston was developed as a person of interest.

At the time of the original investigation, sufficient evidence was not found to warrant an arrest. Earlier this year, Louisiana State Police Detectives began a joint investigation with the Lincoln Parish Sheriff’s Office into the 2004 case.

As a result of the joint investigation, information was developed which led to the issuance of an arrest warrant for Frazier for second-degree murder.

According to Louisiana State Police, a joint investigation was opened earlier this year with the Lincoln Parish Sheriff’s Office and information was developed leading to the issuance of an arrest warrant for 70-year-old Lonnie Frazier Jr. on a charge of second-degree murder.

Frazier was arrested and booked into the Lincoln Parish Detention Center Wednesday, where he is being held on a bond of $1,000,000.

Daughters of a Lincoln Parish cold case victim launch scholarship in mother’s honor
''Williams' daughters Alexis Harrell and Anisha Ryder went back and forth on how they can turn their years of pain into something people can celebrate. Their ideas eventually birthed The Cheryl Lynn Scholarship.

“We’ve just been opening a wound and closing it thinking that closure is coming up so now I don’t want to suppress it, but instead use that negative and turn it into a positive,” said Harrell.

The sisters will award a yearly grant to an incoming or current freshman at Grambling State University who has a deceased or absent parent. The student must also have at least a 2.5 GPA.

Each applicant will submit a 500-word essay describing their challenges or adversities and explain why they deserve the scholarship. Applications open starting September 9th, the same day as Williams' birthday.

“We want to be there for those types of individuals to come together and let them know that they’re not alone and that they can do it because we did it,” said Harrell.''
