Circumstances of Disappearance:
Billy was reported missing in November 1977. His car was found abandoned on the west side of the new Mississippi River bridge, a suicide note and his wallet inside. No body was ever found. Authorities told Stagg's family he probably had jumped to his death, however left open the possibility of foul play.
A passerby later said that she had seen a young man walking from the bridge at the Plaquamine exit on the same day that Stagg disappeared.
