Seems a definite case of a runaway. Newspaper reports from 1983 give quite a lot of detail from the family who were still looking for him and believe he was a man arrested in Texas in 1983 (with a 19 year record of petty crime and 20 aliases), but released before the family knew and could positively identify him.
