    This poor woman lived in fear her entire life. Unbelievable they couldn’t charge him with the crimes. What was the missing piece that they couldn’t get to stick all those years ago?

    And what the heck happened to him to make him turn out this way? Who was he furious at, what did they do to him as a child that he learned to behave this way?

    I’m getting sociopath vibes.

    And I hope that they can use this crime to put him in prison for at least a couple more years! (*extremely angry sarcasm*)

    Yes, that's typical. If you are educated, good for the community, going to church...in America you can't be a bad person. (even more angry sarcasm) But also guilty until proven....

    I disagree about this not being a high crime area. I wouldn’t walk around alone in the daytime through there.

    Dominique Foster's body was found in a shopping cart in front of a dumpster. The possible person of interest her father -- Lawrence Banks -- lives in the building next door to the dumpster.

    Baltimore police found the shopping cart on Mother's Day afternoon. It sat behind an apartment building on Clarks Lane. Inside, police made a gruesome discovery -- a woman's dismembered body.

    According to court documents, police identified Foster using distinctive tattoos on her body.

    Documents show a relative from out of state contacted police and pointed them to a person of interest, Foster's father, Banks. Documents show, through further investigation, "The victim, Ms. Foster was staying at the location and was in a sexual relationship with her father."

    Right now, Banks is only charged with handgun violations as detectives continue to investigate. Documents show they have video footage of someone in a white hoodie pushing the shopping cart containing Foster's body. "They placed it in front of the dumpster and then proceeds to walk back from where they came from, walking with a limp and trying to cover the tracks out of the location," the documents say.

    Monster. Should have been attempted murder back in 1976 when he threw an infant through a window. He should never have been free long enough to kill her mom, starting this lifelong murder spree. And maybe that wasn't his first murder.

    How do these men get to slaughter people for so many years? How do they manage to get anyone to associate with them, much less start new families? And he was released early due to good behavior? Some people need a tattoo on their forehead, the mark of Cain, only without the divine protection. A guy throws a baby through glass - everyone needs to know who he is and what he did. So sickened by this story.

    ‘Gone To Soon’ | Family And Friends Gather To Remember Life Of Dominique Foster, Victim Dismembered And Left Behind Dumpster In Northwest Baltimore

    BALTIMORE (WJZ) — Family and friends gather to mourn the loss of Dominique Foster who was dismembered and left behind a dumpster in northwest Baltimore.

    Family and friends said the 43-year-old was a mother of six children who didn’t deserve to lose her life.

    “She loved animals,” Tamara, Foster’s cousin, said. “She was a dog groomer. She loved her kids, she loved her family. We are going to miss her. Gone too soon.”

    Tuesday night family and friends returned to the sport where Foster was found, bringing flowers and candles and sharing prayers of hope.

    Police have yet to charge anyone with her murder.

    Foster’s father, Lance Banks, was arrested last Thursday on charges of illegally possessing a firearm and ammunition.

    "She was a kind soul and this hurts so much that she died less than a mile, mile and a half away from where her brother died," said a supporter of Foster's.

    In 2006, The Washington Post reported Banks' son and daughter were living with a classmate's family.

    On Nov. 19, 1991 The Washington Post reported Banks, "...went to the house and found his 17-year-old son, Lawrence Foster, who had broken his leg and was home recovering."

    A prosecutor told the Post, "Banks chased his hobbled son through the house as the youth apparently ran for an alarm system where he might have been able to press a panic button."

    "Banks shot the boy as he crouched in a corner of the kitchen." It caused Banks' daughter to change her name.

    "Her name was Mylane. It was changed to Dominique because of what he did to her brother," someone close to Foster said.

    According to the Post, Banks was convicted of second-degree murder and sentenced to 20 years.

    Online court records show Banks pleaded guilty to another second-degree murder charge in May 1993, and was sentenced to 20 years for that crime.

    The Post reported that those sentences ran concurrently and Banks was released in October 2002.

    According to police May 10, neighbors heard arguing.

    Later that evening, police saw a man in a white coat with a hoodie pushing the shopping cart through grass. The man walked with a limb.

    Police records indicate family identified Dominique by her distinctive tattoos.

    They also told police her father was responsible, citing at least two other murders.

    Police moved swiftly on a search warrant.

    Inside the apartment, in the 4000 block of Clarks Road, police found blood, counterfeit money, a yellow raincoat and, in the bottom of a trashcan, a gun with five bullets in the magazine.

    This story just gets worse and worse. He hunts down his crippled 17 year old son, kills him, and serves less than six years for that. (I’m dividing time served in half, since there were two murders, at two different places. Concurrent sentences make no sense at all, unless they just wanted to get him out sooner so he could kill someone else.)

    MOO, and the last sentence is angry sarcasm.

    She posted about missing her Mom on Christmas Eve. Heartbreaking. This year they'll be together, forever.
