How a Gang Called the Black Guerilla Family Took Over Baltimore’s Jails

All of the indicted corrections officers are female, and, according to the Post, some of them became romantically involved with BGF members: “Four corrections officers became pregnant by one inmate. Two of them got tattoos of the inmate’s first name, Tavon—one on her neck, the other on a wrist.” Tavon is Tavon White, the inmate who allegedly headed the Baltimore branch of the BGF. White seemed to go out of his way to flaunt his status. In a press release, the FBI quoted a phone call White made from jail, in which he touted his control over the facilities:

This is my jail. You understand that? I’m dead serious....I make every final call in this jail...and nothing go past me, everything come to me....Any of my brothers that deal with anybody, it’s gonna come to me. You see what I am saying? Everything come to me. Everything. Before a mother-f—— hit a n—— in the mouth, guess what they do, they gotta run it through me. I tell them whether it’s a go ahead, and they can do it or whether they hold back. Before a mother-f—— stab somebody, they gotta run it through me....Anything that get done must go through me.

What makes it worse is that this also happened in 2009 according to the article. There were other arrests in the years since. So it isn't like authorities weren't aware it could happen or didn't know what to watch for.

New Black Guerrilla Family indictment shows inmates in charge of jails, adds to Maryland prison bureaucracy’s embarrassments

snip....The last round of fed*eral BGF charges that included COs were handed down in 2009 and 2010, show*ing how DPSCS per*son*nel had worked to help the gang deal drugs, laun*der money, engage in extor*tion, and smug*gle con*tra*band into pris*ons. Despite the over*whelm*ing evi*dence of cor*rup*tion among COs that emerged in those cases, and other evi*dence emerg*ing from civil law*suits show*ing that, as far back as 2006, DPSCS had iden*ti*fied numer*ous COs as being mem*bers or affil*i*ates of gangs who helped facil*i*tate gang-related prison vio*lence, yet ordered the lieu*tenant who’d devel*oped the infor*ma*tion to stop writ*ing such reports, in 2010 the Mary*land Gen*eral Assem*bly passed a law giv*ing greater pro*tec*tions for COs accused of wrong*do*ing by estab*lish*ing a Cor*rec*tional Offi*cer Bill of Rights (COBR).

This one alleges that in turn for keeping the violence down, the authorities turned a "blind eye" to the smuggling.

4 corrections employees got pregnant. 13 corrections employees arrested. (I just can't bring myself to type 'officers' in connection with this story)

But what bothers me is that these 13 women did not work in a vacuum. They worked with other employees. Employees who had to know what was going on. IMO there is no way this could have been happening and the other employees not know at least part of what was going on.

During a press conference that was partially televised, it came out that none of the guards have been fired. Seems the union protects them.

The local news has been very vague. They have said that at least 4 guards had at least 5 babies (between them), fathered by Tavon, and that one woman tattooed his name on her wrist, another on her neck, and presumably nobody questioned that.

    http://www.cbsnews.com/8301-201_162-57581237/four-female-prison-guards-impregnated-by-same-inmate/

"Thirteen female corrections officers, seven inmates and five alleged co-conspirators are charged with racketeering, money laundering and possession with the intent to distribute.

Officials say all 13 have been suspended without pay and the department is moving to fire them."

Allegations that a cabal of Black Guerrilla Family gang members effectively took over the Baltimore City Detention Center have prompted a rare out-of-session legislative hearing on the state's prison system.

The House Judiciary Committee scheduled a May 8 public inquiry into the matter, according to committee members and staff. The House Appropriations Committee, which oversees funding for the prison system, has been invited to attend the 1 p.m. meeting.

Here is what I have been wanting to see:

Who is the leader of the 'Black Guerilla Family' gang that ruled the Baltimore detention center?

The article is very short. It reports that all the females had sex with the gang members. And that one of the women who were pregnant with TW's children had a previous child of his.

Report warned of jail officer's alleged gang ties in 2006

Corrections officer named this week in Black Guerrilla Family allegations was flagged before

The intelligence report in which Allison was named was compiled in 2006 and became public in a civil case two years later. She was accused of holding open an inmate's cell door while he was assaulted.

In the report, Lt. Santiago Morales, then the head of intelligence at the jail, also identified 11 other corrections officers he believed were tied to gangs.

"It's so shocking that it's going to require a look at the entire prison system — the number of deaths of inmates, the entire way the system is being run and how people are vetted to serve as correctional officers," said Miller, a Prince George's County Democrat.

Some state legislators took aim at department secretary Gary D. Maynard. Already, lawmakers have suggested investigative hearings into the situation at the jail, have contacted auditors to review the prison system, and have called for Maynard to explain what happened.
