A quick google search of 'curl swim club developmental center' shows that there was a Curl-Burke Swim Club in Washington, DC that has been around since 1978. Interestingly, the center has been renamed after the swim coach it was named for (Richard Curl) was arrested for child sex abuse. Probably not related to this, but I feel like I should include this info.

Nothing about a 'developmental center' associated with the swim club, though. It makes me think that this man may have had some sort of mental disability, though- Maybe a traumatic brain injury from the same accident that he may have lost his eye and broken his jaw/ribs in? The one ruleout (Kenneth Schweighart) is mentally disabled as well.

This man's death would have occurred in early September 1983. This was about the time of the Prince George's County Fair. The Fair Grounds are adjacent to Route 4, just a few miles south of the area where this man's body was found.
