    MINNEAPOLIS (WCCO) — Authorities have issued a nationwide warrant for a 52-year-old man accused of having sex with two underage girls while ministering to a religious group in Northern Pine County.

    Victor Arden Barnard, originally of Finlayson, Minn., faces 59 felony counts of first-degree criminal sexual conduct in connection to the alleged abuse that occurred from 2000 until 2009.

    The Pine County Sheriff’s Office says the charges are a result of a multi-year investigation into Barnard’s behavior while being the leader and minister of the River Road Fellowship, which had a camp in Finlayson.

    Along a dead-end road west of Finlayson, Barnard built the religious camp. Neighbor Dale Reed says the group was self-sufficient, butchering their own meat, growing food — and kept largely to themselves.

    “They did stay by themselves. They didn’t mingle with rest of the township or the rest of people in the territory,” Reed said.

    But according to investigators, Barnard told the cult members he, represented Christ. He allegedly convinced them to give up their teenage daughters, where they lived separately with Barnard at what he called Shepherd’s Camp.

    “He was able to use spiritual coercion, spiritual intimidation and creating a very large dependence on him, as the adult of the group and he took advantage of that,” Pine County Chief Deputy Steven Blackwell said.

    The girls saw their parents only occasionally. According to Investigators, Barnard began having sex with a couple girls as young as 13. He allegedly told them he represented God’s flesh, it was OK and not to tell anyone.

    Barnard abused the girls starting in 2000 while in a Christian camp through River Road Fellowship near Finlayson, according to the criminal complaint. The fellowship is an offshoot of The Way International, which describes itself as a global, nondenominational biblical research, teaching and fellowship ministry based in west-central Ohio.

    The two girls and several others, ages 12 to 24, were placed by Barnard in the “Maidens Group,” and he would preach to them about giving themselves to God and never marrying, according to the complaint. The abuse lasted until 2009, the charges continued.

    Many former River Road Fellowship members spoke of Barnard’s power over the group as their minister and how the girls and women in the group treated Barnard “like a rock star, fawning all over him,” according to the complaint.

    A nationwide warrant was issued for the arrest of Barnard, who was last known to be in the Spokane, Wash., area. The Sheriff’s Office said it is coordinating with Washington state officials in pursuing him. The Washington State Patrol said Tuesday that it has yet to locate Barnard since it began its manhunt on Friday.

    Pine County Chief Sheriff’s Deputy Steven Blackwell said Tuesday that the 59 counts address only the alleged raping of the two women who have so far spoken to law enforcement, and he is confident there are more victims of Barnard.

    “We are hoping to find more that are willing to come forward,” Blackwell said. “I don’t know how we couldn’t think that” there are more girls and women Barnard abused in his “secret little world,” he added.

    Fugitive Minnesota cult leader Victor Barnard arrested in Brazil

    A Minnesota cult leader who had been the subject of a yearlong global manhunt was arrested Saturday in a beach town in Brazil.

    Victor Arden Barnard, 53, was wanted on 59 counts of sexual assault on girls and young women in the isolated religious community he founded in Pine County. The U.S. Marshals Service coordinated with Brazilian military and law enforcement officials, who arrested Barnard early Saturday. Pictures of a handcuffed Barnard appeared in the Brazilian newspaper O Globo.

    Prisoner Charged in Beating of Former Sect Leader Barnard

    According to the criminal complaint, prison video shows Kringen entered Barnard's cell on Jan. 8 shortly after Barnard. Kringen spent about one minute in the cell before video shows him leaving.

    Shortly after, a prison officer conducting a security check found Barnard inside of the cell and bleeding.

    The complaint states that as Kringen was escorted from the area in the prison, he said he "was doing God's work."
