Police are still investigating, but this article details reasons the mother has given for not reporting sooner.

She says that the family (mother, father, 3 year old boy and infant) had been staying at a hotel in Missouri, and that on March 19 she and the infant were assaulted by the father. The father threatened the lives of the children if she reported the assault to LE. She says he abandoned her and the infant at the hotel and left with the 3 year old boy, and she had no contact with him until yesterday. The article says that, because of the threats, she didn't feel safe to contact LE until yesterday. Why she suddenly felt safe to contact them it doesn't say.
