NH NH/CA - Terry Peder Rasmussen, suspected SK, Allenstown, 1981-2000's - #3

We know that "Elizabeth" signed for a certified letter in 1/80. LE has not disclosed the address this letter was delivered to. Presumably this was different from the Edwards St address Rasmussen/Evans lived in in 1981 with Denise. Certainly LE has made an effort to trace the landlord at that time and neighbors to find out what they remember. Whatever information was obtained was apparently insufficient to identify her.

Through whatever records are available, I would think LE would be able to track down some people in the immediate neighborhood (like they did with the Edwards St apt). If they were absolutely unable to identify anyone who had any recollection of who lived there during that time, I would find it somewhat suggestive that no "Evans family" actually lived there. It would be interesting to know whether or not that housing unit was suitable for a couple with 2 or 3 children.

It is not that unusual for a man to follow what ever work is available while leaving his wife and family in a permanent housing arrangement where costs might be lower and she would have a support network available. It wouldn't be that unusual for a woman to include her husband's child from an earlier relationship in such an arrangement. In this case it would probably be close enough for regular drive back. It would also be in the same O2 16-18 zone as Manchester.

There are many possibilities if we hypothesize that the Bear Brook 4 were not living in Southern NH when they were killed. We could better gauge how likely that was if we had more information about Rasmussen/Evans' living situation in 1980. Perhaps LE will see fit to release more information.

I wonder if the middle child's mother could be this woman, Frankie McGraw.
She escaped from a woman's correctional facility in Michigan in May of 1974. She was serving time for writing bad checks (a crime they called uttering and publishing), and also had a few of kids, one she gave up for adoption.
What caught my eye was her criminal history, the date of her escape, and her many, many aliases.
She's not listed as a missing person in any databases, so she doesn't have any DNA out there, but she is still missing, and I'm guessing, still considered a fugitive.

Nice find! Could Frankie be Allenstown adult victim? I thought middle child's mother would be Native American / Hispanic.

According to the adoption link above, Frankie's daughter, Regina, was given up for adoption. Her sister is listed as Frankie Erica McGraw now with the last name as Mitchell. It looks like this sister added Regina's profile in Feb. 2001. It's important to note that the adoption details are unknown in terms of where, when, which agency, etc. It may be unknown if Regina was actually given up for adoption.

The sister added herself as Regina's sister born 1967, and listed HER sisters as:

Regina McGraw (given up for adoption, born 1970)
Kasey McGraw
Alicia Lucker
Haley Lucker
Sarah McGraw

Perhaps at the time of Regina's adoption, she was the second oldest so her other sisters weren't born yet which is why only Frankie Erica McGraw/Mitchell is listed as her only sister. Also Frankie Erica was born 1967 which would make the mother, Frankie, 16 years old at the time of her birth. Probably safe to assume Frankie Erica is the oldest, potentially followed by Regina in 1970.

Reasons why adult victim could be Frankie:
- Potential isotope fit: A portion of Michigan is listed as one of the possible places listed as where adult victim come be from based on isotopes. And is very close to the other isotope regions. http://oakhillresearch.blogspot.com/
- Race, hair color and age range fits: She's white, brown hair and was born in1951 so would be 29 years old in 1980 fits
- She has daughters, which could be other victims
- The composite of the adult victim looks a lot like Frankie (comparison below)

I started looking at fugitive lists due to the recent identification Jimmy Hendricks, who turned out to be Pemiscot County John Doe. He was never reported missing because he was a fugitive and his family thought he and his gf Kim Mills (Blytheville Jane Doe with the "Kim" tattoo) started a new life.

I think Frankie McGraw would be worth looking into. I'm not sure she could be the adult female, but should be considered. I see a resemblance.
I wouldn't know how to go about submitting something like this to investigators, so if anyone wants to send it to NH, feel free.

Most of Frankie's aliases are a combination of her own name/ middle names. I bolded the two that are most interesting to me. Joyce Allen and Marsha Terry Lewis... they are completely different. It seems like she was in the habit of using names that were familiar to her, it's probably just a coincidence but it stood out to me that she used the middle name "Terry" at one point. Very curious of the dates she was using these two aliases.

When Rasmussen (as Kimball) was arrested in 1985 for DUI, he had "Lisa" in the car with him. Who cared for "Lisa" after he was arrested, while he was processed, put in jail, etc? Did he serve time for the DUI? (The timelines I found don't say.) If he did serve time, who took care of "Lisa"?

I didn't find any other missing children for Frankie, except the one that was listed as adopted. My thought is she isn't the woman in the barrel, but maybe the middle child's mother or even the woman who showed up at the R's house in 1974.
Either way, she would be worth looking into.

Frankie's last-seen date of 1974 is long enough for her to have had the children after, if they were at the very young end of the estimated age range and the murders were late.

She doesn't have ties to Texas; she has ties to an area the isotope results link to the unrelated child and a strong facial resemblance to the other victims.

And really when looking for the fourth child's mother, that's about all we have to go on.
