So it seems the painting is on heavier fabric than our tee. Mark Pack Works sounds like the name of the backpack/rucksack company rather than the painter.

Thank you everyone. I haven't been feeling well the last few days so I havn't been on WS, but something told me to hop on here tonight because I was thinking about this poor guy cause I've been following this from the start, and really love that there are 2 detectives so devoted to getting this man his name back, and so I read over some of what i've been missing and felt like I should try my millionth search for this hawk shirt, not expecting much...but then...there it was! I had to yell at my hubby to come look at it and make sure I wasn't just imagining things cause i've looked at so many hawks lol.
 
Here's a closeup of the tail section and artist's name on the Etsy backpack. *(Please excuse the pinkish tones. I have a program on my laptop that 'pinks out' the laptop's hues as the night gets later. Supposed to keep me from staying awake all night, lol.)

I agree, I think this is it. Fortunately it appears this was not a handmade backpack made with a vintage tee (handmade is a main category on Etsy). She lists it as a rare maker's mark, and it appears to be a vintage item--right around the time for this guy's tee to have also been produced. I think for the detective's sake, the company name/address would be the one to contact concerning this item and its artist--they'd be the most likely to know about it.

Now comes the search for the artist, once we know what his name is. Hopefully that part will come easier. His hawk image though could have been just randomly distributed or even "stolen/copied" so we may never find out the certain origin of our UID's shirt, but I am so hopeful that we can. All we can do is try. :)
 
We might not need the artist.

Mark Pack Works is an Oakland, CA, company. We need to research the company history.

The artist isn't as important as finding out where the victim bought the shirt. The company might not have mass-marketed back then. It might have been regional. We need to find out if Mark Pack Works also sold t-shirts. If not, then we need to find the artist.
 
I've seen this exact drawing somewhere else without the circle. I just need to find it again.
