GUILTY OH - Sheriff Charles Reader, charged with theft in office, Pike Co, 29 Jun 2019

Tried to Capture Readers Statements (it’s not perfect but as close as I could keep up)

Reader: stand to take accountability for actions. As sherrif of OH I shed bad light on the office of sherriff. I can only ask that my staff, their families, the community and my family who is here today will forgive me for the undo stress I caused them. For this I am terribly sorry. On Sept 24 pled guilty to accept resp for my conduct. That day, within mins. Everything that I had worked for professionally and honorably was stripped from me with nobody to blame but myself. My staff and I had united with the commuinity and had a partnership and trust and they truly belived in us. I betrayed that trust. If I could go back and change it I would a million times. This is not who I am. Never ever did I imagine myself on the defense side of this court room that I have spent 25 years of my life in. As Sherriff I gave my staff and community all of me. Every ounce of my being. You are aware this has affected my mental health as well as my physical well being. There is nothing left for me to give or take other than my freedom. I have and I now pray that the court will find mercy on me. Grant me community control even with the strictest sanctions.
I am a good person who made bad decisions and choices. I can continue to be a productive citizen in this county and be in the community with the love that I have for my family my friends and my neighbors. I am asking all this so that I have the opportunity to watch my son graduate and college, my daughter is getting married in Oct, so that I can be there for her and my wife so I can be the husband I haven’t been in 25 yrs due to my career. I have just not been there. Give the oppt I would be able to spend the time with my mother and my father and continue to be there for them when they need me in the last years of their lives as I have expereienced this week with my dad when 2 days ago I thought I lost him. (asks about his ventilation)

No words for the shame or regret that I have for my staff and the community and caused the damage to my families good name. Again, I beg you impose community, your honor please don’t send me to prision.

Question from judge: Why did you cut open these envelopes, take the money out and in some cases put it back though you were caught and the envelopes had been unsealed and sealed and the denominations didn’t match. Why did you take the money?

Reader: I took the money, and mind you this doesn’t excuse it, but I took it from drug dealers that took it from families. (something about the gambling) was used when there was a tree planted in the name of X boy. A drug dealer paid for that tree. When schools had cheerleading or pee-wee car washes and such, I would have our cruisers taken down there. My men and women didn’t make good money so I took money from that and replaced it in time.
The money was not in the safe the day they search warrant my office. Three days prior to that I had knowledge from KS that the security company was coming into my office and it would be open to anyone. I removed the money from the safe and put it into the back of the F-250.

Judge: Safer in your vehicle than the safe?

Reader: mentions some chief who asked him if he had a complete list of all moneys in that safe. Due to prior sherriff, officer involved shooting, left two black marks leaving that office. He handed the keys and never provided paper work of what was in that safe. (didn’t catch all this)

Reader: Odd that in the search warrant CI tells them everything to do with my office, suspect they gained entry into his office and the safe

Reader: did what Chief S asked him to do. Document it all and provide it to the state. To the point he had to lend his knife to them to open the packages. Stayed in the office and assisted in counting the money. To his knowledge none didn’t contain the right dem of money.
something about a video tape and opening a locked door. It was video taped. something about a $1,000 mistake. Feels it could be an accounting error.

Judge: PSI why you used the money for charitable community things but there is no documentation you used it for those.

Reader: right no doc

Judge: the majority of the acts took place june 2017- ? State alleges since you do not have doc you used this for “charitable” they secured your bank records. Did you loose 3K gambling?

Reader: Yes, not by myself they have cards. again I pled guilty to this. (talks about how you can count money on diff casino cards as one) State has my records and they will see that when we are at those casinos that our debit card was put into a machine and taken from our checking account.

Judge: where did money come from in check account.. just asking the question?

Judge: in late june 2017 you took a trip to sherrifs conf. Took money in addition... State believes some of this is due to gambling and you are talking about ...

Reader: again we were making X a month and it shows where we retrieved the money.

Judge: again where did the money come from to get into your checking account

Reader: our joint account, I took that money and I gambled.

Judge: One more question - letters from social worker talks about stress from cases - did you ever tell your counselors about stealing from the evidence envelopes?

Reader: yes we discusssed that

Judge: you had a lot of stress caused by the fact you opened these envelopes and took money that didn’t belong to you.

Reader: got worse

Judge: ask you that from what I can tell social worker never referenced this from thefts. Wouldn’t that cause stress?

Reader: in last letter she spoke of court cases and stress I was encountering, I am unsure.

Judge: yes but that is again the stress over this case, which I am sure caused trauma. It’s the unintended victims, the family that suffer from misconduct.

Sentencing: Each from seperate victims..
Court finds matter of law that none of these merged. These occured on diff dates involved diff victims.
Defense has brought force mitigating factors on stress.
Judge: Here is what I want to say. You choose to be in this profession. We see horrible things. Deaths, torchure, etc. We all choose our professsion and we have to conduct ourselves with integrity. No person is good or bad but you had an obligation. The Sherrifs office has a free counseling program. You could have sought free counseling at any point for your conduct. From GP, Doctor, etc. your conduct has been escalating. You didn’t reach out for help when you should have. You mention the shame on you and the shame on the LE community. Every day we read an article of someone critical of LE becuase they believe LE thinks they are above the law. You are neither above or below.

Sentence:
Count 2: 1 year
Count 3: 1 year
Count 4: 2 years
Count 6: 2 years
Remaining Count M1: 6 months

Court believes some punishment is appropriate for what you have done. In ref to the charges:
Count 2 & 3: Though they don’t merge - 1 year to run concurrently
Count 4 & 6: 2 year sentence on each concurrently but consecutively for a total of 3 years.
6 months concurrently.
3 years post release control.

Sentence to anything less than 3 years would demean the seriousness of the offense.

(Consider this my opinion of what I heard, since there is no doc yet to link to it.)

He had pleaded guilty. He accepted responsibility for his actions. He expressed remorse many times and apologized to his co-workers, family and community. Sounds like he was as contrite as any human being could be.

Sorry he received such a long sentence. Perhaps he can appeal.


ETA: JMO Wagners are still guilty as sin and will never leave prison in their natural lifetimes.

Addictions are real, whether they involve drugs, gambling, food, or other things. Someone who has not ever experienced an addiction probably won’t understand.

I thought he seemed very contrite.

I agree. I am just now watching the hearing but the Judge appears to 'stop listening' to 'Reader's side or his witnesses side' at the 19 minute mark.

Her nickname "Ohio's Babysitter Judge" fits her well. IMO If you get the time look her up, she is even on the Judge's From Hell list.

Mike Mearan should be worried (as he should be)... he also has this Judge in his case .

I am not sticking around on this thread, but will always remain supportive of Charlie.

Same here. I would even consider writing him in jail to let him know there are people who care.

Unless I missed seeing one, I haven't read one damned article thanking Charlie for all of his hard work, his dedication to the 8 victim's as well as their families. Charlie wouldn't expect a thank you, but by gosh he deserves one just as much (and certainly more) than some.

DeWine certainly turned his back on Charlie, but I am not surprised in the least. Like Charlie said from his own mouth "I have wronged, but I am not broken... I still have a lot of good left in me"!

I always have, and always will have Charlie's back. He matters!!! :mad:

Don't need any articles to thank him myself, but wish DeWine had been more forthcoming in his thanks to Charlie at his small "news conference" after Jake's deal was announced.
 
When DeWine gave his press interview behind the courthouse after JWs guilty plea, he praised Charlie and thanked him. He also credited him with focusing on locals.

Charlie did a great job and I hope he's out of there soon.

Many locals appreciated what Charlie did. JMO I always had the impression that certain folk were trying to shut him up, stop him from talking on a couple of pressers in the early days.

I'm not local, I'm not in USA but Charlie comes across as a hard working, caring guy and I'll always stand up for him.

Charlie said it was "his belief" that locals did it and he said this before BCI was investigating the "laser focus" family.

This was big news because media coverage had been running stories about the possible involvement of Mexican Drug Cartels, making it seem anyone in Southern Ohio growing a few pot plants had Mexicans camping out in their backyards.

And oddly BCI was focused on stories about JM such as JM was driving a vehicle used in an aggravated murder, JM having some sort of text with Jake Wagner at 2:00 am on the night of the murders, JM flunking his lie dector test, JM breaking a government GPS device, JM gets arrested, JM's charges are dropped....

All the while you had the Wagners running their own media narrative on their way out of town...."Find the monsters who did this" "Custody all fine and dandy" "Death threats against us" "LE unfairly harassing us church folks who cry over dogs" "We cooperate with LE but they ignore Billy's tips ....."

So then when I think of Charlie I think of the "voice of reason" and am glad he knew how to handle the Case and the media and even how to play down the grows reminding everyone "it is about the 8 lives taken by cowards in the night in the worst thing I have seen in my 20 plus law enforcement career."

I've looked for that very emotional presser that showed how committed, how this case caused him emotional upset but couldn't find it.

Sorry I ran out on you because I just couldn't say anymore. I felt Charlie's words and emotions in that presser I mentioned and yesterday reading back just grabbed me again.

I think your human. Some of us expressed overwhelming emotions when Jake confessed thinking everything would be fine when Justice was served, but then we all had to face the loss of 8 family members head-on and the mods actually left those emotional posts up. (Super Appreciated By The Way)

Now many of us have all these emotional feelings about Charlie and how we looked to him, listened to him during the investigation. So now we deal with all these feelings.

I doubt there ever was or ever will be anything on Websleuths coming even remotely close to the Piketon Ohio Case.

And after 5 years it still isn't finished yet ...
