Details of Disappearance
Charlotte was last seen at the Oklahoma State Fairgrounds in Oklahoma City, Oklahoma on September 26, 1981. She was accompanied by her friend, Cinda Pallett.

Charlotte called her family's home to announce that she and Cinda had been offered jobs assisting a worker unload plush toys from a truck at the fair. Charlotte's mother agreed to let her take the job, on the condition that she call home at 9:00 p.m. The two girls planned to spend the night together at Cinda's house.

Two sketches of the man are posted with this case summary; claimed he worked for the carnival. He was 35 to 50 years old, between 6'1 and 6'3 tall, and 200 to 250 pounds, with dark hair, a mustache, a full dark beard with gray streaks, and hairy, muscular arms. He wore silver wire-rimmed eyeglasses, a straw cowboy hat, a brown-striped cowboy shirt or a plaid shirt, cowboy boots, a digital watch on his left wrist, a leather belt tooled with the name "Joseph", and a yellow badge. He drove a tan two-door 1980 or 1981 Pontiac Grand Prix with a half-vinyl roof and South Dakota license plates. This man is known to have spoken to several other children at the fair that day, offering them jobs for $5 an hour.

The man also asked two teenage boys to help them, and the boys agreed. He took the four of them to a truck stop off Interstate 40, but the truck wasn't there. The man dropped the boys off in the parking lot, gave them $10, and told them to wait while he went to get the truck. He drove away with Charlotte and Cinda in the backseat of his car. Neither girl has been seen again.

After Charlotte and Cinda's disappearances, the abductor's yellow badge was located. It bore the name and photograph of a carnival drifter, Don Corey. Corey bore a striking resemblance to the sketches of the suspect. Authorities launched a nationwide search for him and charged him with two counts of kidnapping. He was arrested in Texas, but the charges were quickly dropped, as Corey was able to prove he had been in Dallas, Texas the day Charlotte and Cinda disappeared.

Investigators have ruled out all Oklahoma State Fair employees as suspects in the girls' cases; they think the abductor was posing as an employee to gain his victims' trust.

Royal Russell Long, who was employed as carnie and part-time long-haul truck driver at the time, has long been considered the prime suspect in the girls' disappearances. A photo of him is posted with this case summary. He closely resembled Cinda and Charlotte's abductor.

Long was charged with kidnapping and murdering Charlotte and Cinda in August of 1985. He had arrived in Oklahoma City on the day before the girls disappeared to deliver a flatbed trailer to a business there, and admitted he'd been at the Oklahoma State Fair the day the girls vanished, although he denied any involvement in their disappearances. The two boys, as well as other witnesses, identified him as the man who offered the girls the jobs unloading toys and approached other children with the same offer.

Long also had a history of sexual violence towards young women. His own daughter claimed he had molested her for years and witnessed him try to lure other girls with puppies or stuffed animals.

Authorities located the Pontiac Grand Prix which Long had rented during his September 1981 stay in Oklahoma. Hairs that were found in the car's trunk were analyzed using forensic testing and were matched to Cinda. Animal hairs were also located in the truck; those matched the types of dogs and a cat that Cinda had access towards before she disappeared.

A lock of blonde hair found by investigators in Long's residence in Wyoming may have matched Charlotte's hair; however the tests available at the time could not be conclusive. Forensic tests proved that the mat in the truck of the Grand Prix had a bloody boot print as well and other bloodstains; an expert who examined the mat thought he saw either one large body or two small bodies outlined in blood. DNA technology at the time did not exist, so it was impossible to tell whether the bloodstains came from Charlotte, Cinda, someone else, or even an animal.

During court proceedings Long taunted the Pallett and Kinsey families, saying he was the only one who knew the truth about their disappearances. In December 1985, after the presiding judge threw out Long's daughter's testimony, the testimony of one of the boys who were offered a job by the abductor, and much of the physical evidence, all charges against Long were dismissed. He is still considered the prime suspect in the girls' cases.

He is also a possible suspect in the disappearances of Deborah Meyer and Carlene Brown, who disappeared from Wyoming in 1974. He pleaded guilty to kidnapping in connection with the 1984 abduction of Sharon Baldeagle, who remains missing, and was sentenced to two terms of life in prison. He was still in custody when he died of a heart attack in 1993.

Charlotte enjoyed poetry and roller skating at the time of her disappearance. After she went missing, for eight years, her mother kept her room just how she left it. Authorities believe the girls' bodies are still in Oklahoma, but may never be found. Their disappearances remain unsolved.

Cinda was a shortstop on a softball team at the time of her disappearance and was looking forward to trying out for the school basketball team. She had purchased tickets for a Van Halen concert which took place the week after she disappeared. Authorities believe the girls' bodies are still in Oklahoma, but may never be found. Charlotte and Cinda's remain unsolved.

Certainly a lot of detail in it. The sketches and photo came from the Charley Project website which is linked in the two previous posts. I do not know who drew the sketches or when, but they were likely based on descriptions to investigators by the boys mentioned in previous posts.

Sometimes a sketch is just a rough one which could be anyone, while other times they are very close to what the actual perpetrator looks like. In this case, I would say they resemble closely the person who was eventually named as the suspect.

I wonder if Cinda and Charlotte's relatives submitted DNA for any links to a JD.
 
Hello everyone, i saw a video covering Cinda and Charlotte's case and a newspaper clipping (when Donald Corey was considered a suspect) said that police found a white tee with blue trim, it was stained but it couldn't be said that it was blood, i'm unsure if OKCPD examined or still have this piece of evidence, if so, they could analize it.

The t-shirt is similar to what Cinda wore that day.

What about Misty Donna Copsey and Christina Lee White? I know could be a long shot but most carnivals travel the whole United States like a circus would so why wouldn't it make sense if he had also stopped in Washington.

Royal Russell Long

Charlotte June Kinsey was a 5’0 tall, 100 lb, blue eyed 13 year old with strawberry blond hair, when she went missing September 26, 1981. Charlotte enjoyed poetry and roller skating.

Charlotte and her friends Cinda Pallett went to the Oklahoma State Fair alone, the first time they were ever allowed to go without their parents. Charlotte called her mother, Paula Peterson, at 5:00 pm to let her know she and CInda had been offered a job helping a carnival worker unload stuff animals from a truck. Her mother agreed she could do this, but she had to call home at 9:00pm, the girls had planned on having a sleep over at Cinda’s house that night. Cinda’s mother, Norma Pallett, told Cinda to do the same and call home at 9:00 pm so she knew where to pick the girls up that evening. The 9 pm phone calls never came. Both mother became worried and called the Oklahoma City Police Department and reported the girls missing.

The Oklahoma City Police Department sent uniformed and undercover officers scoured the fairgrounds, looking for any sign of Charlotte and Cinda. Volunteers went from booth to booth hanging up flyers, while Charlotte’s family set up a 24-hour post at the fair. The police department sent up a dedicated task force for the case, the second time such an effort was organized. The first was after the slaying of six individuals at a local restaurant in 1978.

Witnesses reported a spurious man and a sketch was made, the one that is on the left, the male had claimed he worked for the carnival. He was between 35-50 years of age, 6”1—6”3 tall and between 200-250 lbs, with dark hair, a mustache, a full ark beard with grey streaks, and hairy muscular arms. He wore silver wired-rimmed eye glasses, straw cowboy hat, brown-striped cowboy shirt/plaid shirt, digital watch on left wrist, leather belt tooled with the name “Joseph” and a yellow badge. He drove a tan two door 80-81 Pontiac Grand Prix with half vinyl roof and South Dakota license plate.

Investigators spoke with several other kids at the fair. These kids reported this man had offered them jobs for $5 an hour.

Two teen boys reported that this man asked them to help him. The boys reported that they went with the man, Charlotte and Cinda where in the backseat of the car. He took the four to a truck stop off Interstate 40 to meet the truck with the stuffed toys in it, but the truck was not there. The man dropped the boys off in the parking lot, gave them $10 and told them to wait there. He drove off, with Charlotte and Cinda still in the backseat. This was the last time the girls where ever seen.

After the girls disappeared, a yellow badge was found. The name on the badge was Donald Michael Corey, a 36-year-old carnival drifter who resembled the man in the witness sketches. Police immediately launched a nation wide man hunt for Corey, and charged him with two counts of kidnapping. Some reports state he was arrested in Texas, other say Alabama. After his arrest Corey was able to prove he was in Dallas, Texas at the time of the disappearance. All charges where dropped.

All of the Oklahoma State Fair employees were ruled out as suspects. The police believe the abductor was posing as a worker.

After a few months a reward for leads was announced. Police received numerous tips and sights but none could be verified.

The prime suspect in the disappearance of the girls has been Royal Russell Long. Long was a carnie and part-time long-haul truck driver. He closely resembled the sketch. The court hearing started in October of 1985 to determine if the case should go to trial, because the prosecution did not have the girls bodies. But in December of 1985, the judge threw out Long’s daughter’s testimony, one of the boys from the day the girls was last seen testimony and much of the physical evidence. All charges were dismissed as a result of the Judges decision.

Long proceeded to taunt the family’s of the girls saying he was the only one who knew the truth.

Long took a plea deal in relation to another kidnapping of two young girls, one of which was able to escape, 15-year-old Sandi Brokenleg the other, 12-year-old Sharon Baldeagle nor long were not in the home they where being held in upon polices arrival. He was sentenced to two life terms in prison for charges of kidnapping for the purpose of committing indecent liberties with a minor. In November 1993, Long died of a heart attack while imprisoned at the Wyoming State Penitentiary.

Long is a suspect in three other disappearances. He is still considered the prime suspect in the disappearance of Charlotte and Cinda.

Charlotte was last seen wearing a dark maroon short sleeve pullover with white strips on the sleeves and a white trim neck, blue jeans, Nikes, and a wedding band type ring on her right ring finger. She had a scar below her left eye and silver caps on her bottom front teeth.

I remember that i read on a newspaper clipping, that during the initial search for Cinda and Charlotte, a piece of a t-shirt similar to Cinda's, was covered with possible oil/blood.

I'm unsure if this detail has ever been mentioned, i'll upload the newspaper clipping.
