A few possibilities: at the top of my list would be Roxanne Sims http://www.charleyproject.org/cases/s/sims_roxanne.html. Niki Britten http://www.charleyproject.org/cases/b/britten_niki.html and Deborah Tomlinson http://www.charleyproject.org/cases/t/tomlinson_deborah.html likely never left Oregon when they ran away. Laronda Bronson http://www.charleyproject.org/cases/b/bronson_laronda.html was possibly a Ridgway victim. Suzanne Justis http://www.charleyproject.org/cases/j/justis_suzanne.html and Rosie Pilcher http://www.charleyproject.org/cases/p/pilcher_rosie.html are a little over the age estimation.
 
As a side note, this thread doesn't have any tags and is very difficult to locate because of that (for example does not show up when 'OR UID' is searched). Is there a way to change that?

Another possibility is Jeanne T. Palinkas https://www.findthemissing.org/en/cases/26185/46. Very little information is available for her. She was apparently last seen on 9 June 1983 in Portland but her mother claims that she last spoke with her a year or so after that in November 1984 or '85. If that is accurate then she couldn't be this UID, but I have a suspicion that the found date of 1 January 1984 is possibly a placeholder date.
 
Jaime Grisim http://www.charleyproject.org/cases/g/grisim_jamie.html and Diane Gilchrist http://www.charleyproject.org/cases/g/gilchrist_diane.html are both missing from nearby Vancouver, Washington less than ten miles from Portland. I'm wondering if this UID could possibly be a Green River victim as she was found at the height of Ridgway's murders and on at least one occasion he admitted to dumping a victim as far away as Oregon to confuse the police. If so, she could be one of his missing presumed victims.

That makes a lot of sense, it's a straight shot down I-5 after all. My question is, he started in 1982 (as far as we know), would the remains have gone skeletal by 1984?

It's likely that they would have over a few years. I wouldn't believe much that Ridgway says about how early or late he started killing because one wrong move with him and his deal with the prosecutors to avoid the death penalty goes out the window. They suspect he started much earlier than he claims, possibly in the 1970's.
 
Several of Ridgway's presumed victims: Kase Lee http://www.charleyproject.org/cases/l/lee_kase.html has been missing since 28 August 1982. Kristi Vorak http://www.charleyproject.org/cases/v/vorak_kristi.html is a bit young at 13, but went missing on Halloween 1982. Linda Jackson http://www.charleyproject.org/cases/j/jackson_linda.html has been missing since 3 May 1983. Kelli McGinness http://www.charleyproject.org/cases/m/mcginness_kelli.html went missing a month later. Patricia LeBlanc http://www.charleyproject.org/cases/l/leblanc_patricia.html on 12 August of that year. Patricia Osborn http://www.charleyproject.org/cases/o/osborn_patricia.html was the last to go missing in 1983 on 20 October. Possible, I'd submit her to at least have her ruled out and added to the list.
