It's a longshot, but I'm going to add Justin Turner here. He was killed in March 1989 in Monck's Corner. Welch was in Horry County about 95 miles away in March 1989. His father and stepmother were strong suspects, though never charged.

On July 11, 1995 the dismembered remains of a woman were found in a maroon suitcase covered with a green trash bag along the Brandywine Creek in Downingtown, PA. An autopsy determined that the cause of death was "homicidal violence" and that she had been dead 3-7 days prior to discovery. She is estimated to be between 17-25 years old. She weighed between 120-140 lbs. and her height is estimated between 4'11"-5'3". She is White or Hispanic. She has pierced ears, brown eyes and hair. The photo on the left is a facial reconstruction in clay. At right, clockwise starting from top left: A computer-generated facial reconstruction of the victim; the jacket she was wearing; a bed cover used to wrap her (a white cover of a thin quilted material with green, black and light-blue modern designs); the maroon suitcase she was found in. The "DOB" and "Age Now" fields are approximations.
