Neighbors told NBC10 the boy who was inside the cage has autism though police have not confirmed this.

"We don't know entirely everything that's going on here,” Philadelphia Police Public Information Officer Eric Gripp said.We have a long investigation ahead of us. But obviously we don't live in a world where under any situation whatsoever we should have a child inside of a cage or young children outside standing in the rain."

Police were then met by a woman who told them she was the mother of at least one of the three children, investigators said. The woman was taken to the Special Victims Unit where she is being interviewed by police. She has not been charged though police continue to investigate.

Police said none of the children appeared to have been physically harmed. They were all taken to the hospital for an evaluation. Police also said two other children live at the home though they were at school at the time.

Some people don't deserve to have the blessings that are children !
Hope these kids can be placed for adoption to a good home, if necessary.
I think these parents/caregivers (an oxymoron in this case !) have shown us what they are capable of.

5 children, one with special needs, an elderly woman, a 40's man...
and yet.. no apparent neglect?
Something muddled here... 2 tiny kids in rain, naked child in cage..
any previous reports of anything?
Quiet looking street..
2 kids attending school.. and they were at school.
Somebody cared enough to get them to school..
It's a very mixed up picture and if it's a case that the mother alone was responsible for all their wellbeing she had a lot on her shoulders...
 

PHILADELPHIA (WPVI) -- A mother is being questioned after police made a horrifying discovery in Philadelphia's Tacony neighborhood on Thursday afternoon.

Officers responded to the scene after police say two young girls were found half-dressed outside a home on the 4200 block of Glenview Street.

When police made their way inside the residence, a 6-year-old boy was found nude inside a locked dog cage with a blanket and pillow.
 
The couple's neighbor told NBC's WCAU-TV that he called the police around 1 p.m. on Thursday after he had seen two girls, 4 and 5 years old, partially clothed and wandering outside in the rain in the backyard of the home where the pair lived.

"They have pampers on. They have no shirts. They have no pants. They have no shoes. They're screaming. It's raining. It's cold. They're screaming for their mother, their father," Perez told the news outlet.

Police said in a statement to PEOPLE that they arrived on the scene on the 4200 block of Glenview Street and found the two girls "crying in the rear of the house." They entered the property, where they found another child, a 6-year-old boy, locked in a dog cage by a zip tie. The boy had been naked, with only a blanket and pillow kept inside the cage, KYW-TV reported.

All three children were secured and transported to St. Christopher's Hospital for evaluation, police said, adding that the children will be placed under the care of the state's Department of Human Services.

An elderly woman and a 40-year-old man, whom police have identified as the kids' grandparents and uncle, were also found in the home, and two other children resided at the home but had been at school at the time, WCAU-TV reported.

"This has been an ongoing situation," Perez claimed to WCAU-TV. "These kids have mental issues. Everybody in the neighborhood knows about it. Cops have been coming here on and off. Nothing has ever been done."

The Department of Human Services told ABC's WPVI-TV: "Due to State confidentiality laws, DHS cannot comment whether or not a family has any current or past DHS involvement."

"It's horrifying… they're kids. I have grandkids and my own kids — when you find out the details, I don't know how a parent can let somebody do this," McNamee said.
 
The two were arrested after police were called and found two girls, 4 and 5 — the boy’s sisters — wandering outside the home in the rain, partially undressed, shortly after 1 p.m. Thursday.

Inside the home, police found the boy locked inside the cage, which was secured with a zip tie.

Officers took all three children to St. Christopher’s Hospital to be evaluated, police said.

An older woman in a wheelchair was also at the home, police said, along with a male relative with a possible mental disability.

The 40-year-old man is the only man mentioned. This quote makes it sound like he is both the kids' grandfather and their uncle. That would be disturbing but not altogether surprising.

I guess every year they have to give him a card that says, "Happy Birthday Uncle Grandpa!"
 
Thank God for the man who saw the girls and called 911. SEE something ~ SAY something!! He's a hero!!
LE says they are going to make sure all five kids get help!!
