Beaver County District Attorney David Lozier has sent a letter to the Aliquippa Police Department notifying them his office will refuse to prosecute any criminal case Officer Kenneth Watkins files against a defendant or any case in which he appears as a witness. Lozier went on to notify Aliquippa Police that his office intends to drop all active criminal cases in which Watkins filed charges.

An Aliquippa police sergeant has accepted a voluntary demotion to patrolman after Beaver County District Attorney David Lozier told his department he would refuse to prosecute any criminal cases filed by the officer.

Kenneth Watkins volunteered to be demoted on December 21, as Aliquippa Mayor Dwan Walker attempted to hold a “Loudermill Hearing” for him without the city’s police chief being present, according to Councilman Matthew Mottes.

While declining a camera interview and declining to discuss any potential suspects, Lozier told KDKA in February: “We’re making progress. We getting forensic results back. We have a few more pieces of the puzzle we’re waiting on, but we are making progress.”

Still, Santicola says Jeter has airtight alibi witnesses who have not shifted their stories even after repeated interrogations by investigators.

“He was with his mother at the same time, he was at his house, he was with his friends doing the thing that 19- and 20-year-olds do,” Santicola said.

Should Jeter be charged, Santicola says prosecutors can expect a scorched earth defense.

I was JUST thinking about Rachel yesterday and wondering whether there had been any progress, not that I expected any. Disgusted, but not surprised, not one bit.

I am going to reply to Andy Sheehan thanking him for at least trying to get an update.
 
WPXI-11 has been advertising the update on the case to be aired on 5pm Monday during the regular evening news. I will be watching to see if there's anything more, and at least her case has been getting attention again. But I have seriously no hope.
 

"It's hard to believe it's been almost a year," said attorney Steve Colafella, who represented DelTondo's ex-fiance Frank Catroppa.

Catroppa sat down with investigators right after DelTondo's death. He also spoke with Channel 11. At that time, he told reporter Amy Marcinkiewicz he didn't understand how anyone could kill her.

Colafella says he and his client came forward immediately to give an alibi. He says they have not been contacted for 11 months.

How is it that LE haven't followed up with Rachel's fiance or his attorney for 11 months? How else do they expect to investigate her death?

Fantastic! So glad they're calling attention to the case. This should have been solved long ago.
