It's pretty bad that an agency that is trying to help people, are being taken advantage of!!!

IIRC, after the oil spill in the Gulf, some part of the Federal government held an open meeting for the people operating commercial fishing to find a way to replace/support their income.
Problem was, very few of the folks who showed up had filed a tax return showing the income of their fishing operation....
We've seen something very similar in the wake of the Grenfell Tower fire. So many cases of fraud by people who claimed to live in the tower and were therefore put up in hotels for months and given significant payouts to help them start over. I think there was a feeling very early on that not all of the claims were genuine by a long chalk, but the hard left created such a political atmosphere around the who event that it became virtually impossible to challenge even the most obviously dodgy claims.
Perhaps the word is defrauding.
Sometimes, however, the concept becomes code for blaming the victim.
