Camden parents took missing 2-year-old, police say

KERSHAW COUNTY, S.C. (WACH) — Camden police are searching for a 2-year-old who was supposed to be removed from her parents.

According to the Camden Police Department, 2-year-old Dakota Ray was taken on April 15.

William Eugene Ray and his brother, who was given custody of the 2-year-old, were at the Department of Social Services in Camden, according to police. Ray had allegedly convinced his brother DSS was giving he and his wife, Jessica Louise Ray, back custody of the child after he passed a drug test. Police say Ray took off with the kid when his brother went for food.

DSS reported the child missing on Tuesday. The child's uncle received custody after Kershaw County investigators were called to a motel related to the Rays and their child.

Police say the couple is known to use drugs, particularly methamphetamine.

William Eugene Ray, 43, and Jessica Louise Ray, 36, are believed to be driving a tan 1996 Ford Aerostar van with Idaho plates.

In one of the news articles it says the Dad was seen in NC at a gas station. I'm not sure how far they'll get until they run out of money...

The Department of Social Services reported the child missing Tuesday after obtaining an ex parte order to have the child removed from the custody of Jessica Louise Ray and William Eugene Ray, her biological parents.

No Amber Alert for kidnapped SC 2-year-old because of 'paperwork issue'

A 2-year-old girl is missing from South Carolina, but there's been no Amber Alert about her disappearance.

South Carolina law enforcement officials said the girl was illegally taken by her parents and could be in North Carolina.

An Amber Alert had not been issued "due to a paperwork issue" with the Department of Social Services, according to WISTV.

Johnny Ray was charged with unlawful neglect of a child, according to the police.

I think it's important that she's found asap if the parents are "heavy into meth" I just hope she's being cared for the best that they can give to her.

So she was seen in KY on the 18th and now it's the 20th. Well now these parents are looking at federal charges for kidnapping. I wonder if they have family somewhere in another state and a family member will come forward and give that information. This just makes me sad because I know she needs diapers and food. The parents have a different agenda and I don't think they will care for her needs like she needs to be taken care of. Who knows how they are putting gas in their car and if they are going through withdrawals from not having their choice of drug they'll sleep it off (if it is actually meth). Then they are neglecting her. Ugh. This is frustrating :(
 
I just read that the parents have connections in North Dakota and Ohio.

She may be in the company of her father, William Ray. They may be traveling in a 1996 beige Ford Aerostar Van with South Carolina license plates LMU173.

Now the uncle is being charged with neglect for leaving her with her Dad so he could go get food. I almost wonder if the uncle and his brother had this planned to take off with the little girl.[/FONT]

This paperwork issue hindering an Amber Alert is ridiculous. Where are you baby? My heart, oh my heart!
