Apartments across the street she could have walked from if visiting a friend.
Looks like there could be other office type businesses between the Amerigo Mart & Smitty's. Notice the Black SUV parked in front of Amerigo's... and also just on the other side of Smitty's looks like an office building and a Black SUV parked in the parking lot. Could be an Attorney in that building, a child placement agency or adoption agency etc.
I think the address for the office building corresponds with Monarch International Business.

The home office of bwcsgala is at 7911 Broadway Street but that doesn't mean that's where the actual shelter is.

Searching The Children's Shelter on google maps I think the big black rod Iron gated place is the Children's shelter http://maps.google.com/maps?hl=en&tab=wl it's about 5 miles from the laundromat.

Knowing that EJ spent some time hanging around a laundromat on Gardendale I searched google maps for things in that area pertaining to Adoption and Shelters.
I keep thinking she was bored waiting around while paperwork was being completed or maybe even while Gabriel was having a medical exam or was being presented to prospective adoptive parents. Maybe she was waiting around for them to find him a foster care placement or maybe they were just getting him acclimated to the facility and she was visiting him at the facility on a couple of occasions as required by the facility.
I can't help but think she was hanging around that area for a reason. Something in that area besides that laundromat was of interest to her and I think it had everything to do with Gabriel being placed for adoption.
