Writing for television can be challenging and lucrative, but there are limits to how deep one can venture into the unpleasant realities of crime. In novels there are fewer limits. With his new book, “Sunrise Highway,” Peter Blauner — a former writer and producer for “Law & Order” and the author of seven novels — makes that clear. “Sunrise Highway” is often an ugly tale, but Blauner set out to tell a brutally honest story, and he has done so with exceptional skill.

The novel pits an intrepid NYPD detective, Lourdes Robles, against a Long Island police chief, Joey Tolliver, who is also a psychopath, rapist and serial killer. It is even in part a political novel in that Tolliver is protected by a friend he helped win election as the local district attorney and another pal who winds up in Congress. In this story, criminality loves company.

The story begins in 1977 when Joey Tolliver was 17 and living on Long Island: He and a pal — the future D.A. — strangled a girl of 15 lest she charge them with rape. A friendly cop tells Tolliver how to avoid a murder charge. Tolliver simply swears he saw another youth — Delaney Patterson, the star quarterback on the high school football team — leaving the murder scene. Given Tolliver’s planned perjury, and the possibility a white jury would give a black youth a life sentence, Patterson bitterly agrees to accept his lawyer’s advice and plead guilty in exchange for a sentence of 35 years. Later in the book, Blauner provides a brief, poignant scene in which we meet Patterson, in his 50s, after he has finally been released.

Tolliver, grasping the possibilities of police work, joins the department and soon is pulling over young women who are driving alone at night in isolated areas, then raping and killing them. Sometimes he leaves their bodies along the titular Sunrise Highway, which runs the length of Long Island and nicely echoes Sunset Boulevard, a continent away in Los Angeles.

As Tolliver moves up in rank he decides he needs a wife and family to complete the picture of a chief of police. One night he is called to an expensive home where a drunk with a gun is threatening to kill himself. After telling the man’s attractive wife to leave the room, Tolliver asks the man how much insurance he has. A million dollars’ worth, the befuddled husband replies, whereupon Tolliver decides to kill him (in self-defense of course), win the wife and move into the house.

Although we are told Tolliver had an abusive father, he seems simply a born psychopath. That thought troubles him. When he is debating the fate of a young woman he is holding prisoner he tries to convince himself “he was more than the Gacys and the Zodiacs of the world.” But he is not.

Enter our hero, detective Lourdes Robles, who first appeared in last year’s excellent “Proving Ground.” The spirited Latina cop is angry about the widespread piggishness of her male colleagues, most of whom are far less skilled than she at solving crimes. In August 2017, Robles is summoned to view the remains of a woman found “on an inlet dividing New York City on her side and Long Island on the other.” She is assigned to a team investigating the possibility a serial killer is at large in both jurisdictions. This brings her into Joey Tolliver’s territory and he soon views her as a threat — and he has already killed two women investigators who asked too many questions.

The story moves back and forth in time as Tolliver kills women over a 40-year period. Along the way, readers may learn a lot about Long Island. Robles reflects that it is not like her native Brooklyn, where the “sidewalks were filthy and criminals were as free and rampant as the rats in the garbage strewn gutters. This was the Island. Where decent people went to escape.” But someone like Joey Tolliver can corrupt even the most upstanding communities. With him, Peter Blauner has created one of most the memorable psychopaths since Hannibal Lecter.

I’m hooked! This is going to be one of those I finish in a day or two. It’s so interesting to see how they tweak things but if you follow the case you know exactly what th y mean

After watching the documentary 'The Killing Season', it is mind blowing to discover just how many girls have been going missing, not just at Gilgo Beach, but also along the highways of America. The truck driver connection, to me, is a very plausible one. Who knows just how many are picking up girls, killing them, and then dumping them across state lines to avoid detection? I do not believe that the Gilgo Beach murders are connected to the murders in Daytona Beach, but you never know. In my opinion, there is more than one serial killer at work here...a very sickening thought. :(

Note that the Gilgo bodies were dumped along Ocean Parkway, which is closed to commercial traffic (thus no interstate trucking). This supports the working theory that the Gilgo murders are the work of a local person (or group).

Hi, there. I would be extremely skeptical to listen to any IT professional who tells you that the lap top will self destruct (data-wise), if it is powered on. The only individuals who should have this device in their chain of custody is Jersey City, New Jersey and they should have turned the device over to the FBI cyber unit at HQ.

I was told more than a month ago the police never took SG's laptop. My information may have been dated and if it isn't it clearly suggests the cops didn't take the computer until a lot of time passed. Does this sound like anything you are talking about?

I find it hard to believe a person such as SG would program her computer to erase her files. We are not talking about sci-fi kind of things. It just doesn't sound right to me.

Because all of that data was extremely incriminating against both Brewer and Pak (and likely still Ruis, unbeknownst to Shannan...) Along with the other clients they serviced, they probably had invested in their own IT department a long long time ago to protect the anonymity of the business they were conducting. I believe that is exactly how you wound up snared in this mess...is it not, Hawk?

Especially since Shannan was a crucial witness to the prosecution and Ruis's trial was merely 3 months away...Pak could have been moving some dope that night. They knew better than to implicate Ruis.

and then in the next paragraph you state that Pak booked the appointment with Brewer.

Ruis did NOT kill Shannan and his case was in June, 2010, not 3 months
after May 1, 2010. If Ruis killed Shannan, it would have been leaked
out, and that means that Pak arranged the date with Brewer
through some client list of Ruis. Ruis was out of commission in May 2010.

Hawk does a lot oft CFAA and tech savvy stuff for a lot of very bad people.

I have been affected by it, personally. He seems to always lurk around tragic stories of dead girls and profit off their demise. His more than obvious book plug makes him the JB I was speaking of. I wasn't speaking of Joseph Brewer (JB). I have a separate issue and problem with Hawk aside from this case. I can understand why that may have been confusing. No worries. :) Merry Christmas to you. Justia links on the Ruis indictment are coming right up as per your request. Ruis worked for a larger ring and that larger syndicate means this boss (Ruis) had a boss. Because the murders took out several people and likely scared witnesses into shutting up about it we will never know who Ruis's boss was. That was what I believe was the point of these murders.

R.I.C.O. cases typically will start out with one conviction and work its way up the chain of command to dismantle an organized Racket.

Ruis was set to go to trial 3 months after a witness who could have testified in the case disappears. He must have the best pimp luck on the planet. How convenient for him Shannan coincidentally ran into a serial killer...or went missing. She was a missing person at the time Ruis went to trial.

That was what was happening that night Shannan was killed.

Someone in Long Island was tying up lose ends for someone who worked for a large organized crime syndicate who trafficked women and drugs. Sometimes, the mob will settle a debt from loansharking and gambling if someone does a hit for them...or else. That's just the way it goes. I know....Ask Hawk about his own little gambling problem sometime and who he owes a lot of money to. That's how I found the truth out about the guy. He sent some very scary people my way because I caught on to his little game. He even tried to set a fed up in the same room as me with the president of a very large 1%er biker gang (who delivered a very a very violent death threat to me that didn't seem very personal to him) hoping I would cause a distraction and tattle immediately to distract the fed and free him from the situation with the feds I reported him to...and criminals to whom he probably owed something to.

He could have gotten us all hurt because he writes checks his behind can't pay for. That was not very nice, Hawk. That's merely one example of my issue with this guy.

Back to Ruis and LISK, though:

Ruis was out on a $500,000 bail at the time of Shannan's disappearance. He spent 5 years (out of 7) in the slammer. Had Shannan been found before his conviction I assure you Mr. Ruis would still be in prison. The in NJ case was made because of a tip someone in LE had received. They infiltrated the escort service and took it down. They didn't get any farther because of this LISK BS.

I think we know based upon Shannan's independent autopsy report stating that her hyoid bone was missing, in fact...the report really stated that her entire larynx was missing. In layman's terms: she was discovered with her throat ripped and out dumped in a marsh.

Someone was sending a pretty clear message with her death.

The case in New Jersey, without any witnesses at the trial of Ruis to testify against him, protects the larger syndicate from having the authorities working up the chain of command and starting additional investigations into the operation to find out where on earth Ruis got all these drugs.

Ruis and his associates probably had a fixer and I would wager this fixer was connected to his attorney, Joe Newman. I even believe Newman has property on Long Island.


Additionally, I am now certain Pak had to have booked the work for Shannan that night in Long Island.
There were indiscrepancies on whether Shannan booked it or if Pak booked it. Pak most certainly phoned Joe Brewer from the gate of the Oak Beach Island Association to allow himself and Shannan to access the gated property. Shannan would have placed the call if she had booked this client herself.

Joe Brewer apparently met Pak and Shannon at the gate and they followed him to his home that night.

After my post last night, I spent additional time to source this from a reliable source vs. what I collected from here (and every other article/podcast and piece of hearsay I can find).

I need a clear picture of facts and I need logic to solve the case. Logically, there is an extensive and clear motive here where many can not seem to find one. I don't think we are dealing with a serial killer, we are dealing with organized crime and R.I.C.O case.

A normal client wants to have sex, get away with...it not kill. Litter in some drug traffickers with those clients to move some dope. Use pretty girls with no records and no drug abuse to keep the trafficking under the radar...the business Ruis has was selling girls and drugs.

One girl might talk because she has such a bright future ahead of her and a lot to lose...and now you have something huge in terms of whether Shannan flipped.

No financials or business records would have been found on Shannan's computer.

The agency she worked for would handle that, Shannan having that kind of evidence would be even more of a motive to make sure the device were destroyed (as well as it's owner).

Serial killers are extremely rare.

Normally they get off on law enforcement getting the message that these girls were *advertiser censored* and worthless to society. It is unlikely the killer scrapes the brands off their bodies because they are scared of people finding out one pimp had a girl named Remi and this victim was working for him. Someone didn't want anyone to find out about Remi (or his other angels).

Serial killers also do not extort the police and make them uncooperative (or complicit) and they most certainly do not have the power to obstruct a federal or local investigation

You have someone killing the personal property of a pimp and that pimp is involved in a gang? Most are, by the way. Not only do you have Law Enforcement hunting this guy, you have angry pimps and gangsters hunting this guy.

Had the killers been meant to be found, I assure you, they would be...within a day...he would have paid for the slayings one way or another via either the people who considered these girls as their property or by the people that serve and protect the community.

Hawk is merely trying to hack you with an excel exploit and a bogus spreadsheet with some macros embedded in it. If I were you I wouldn't take his bait.

I most certainly learned my lesson about him the hard way hence why you and I have met under such heated circumstances. None of my frustration is aimed at you, in any way.

Further, Hawk releasing that client list will do nothing but exort or threaten one of those clients who used Ruis's service who may want to cooperate or inform confidentially.

Face it, Shannan did most of the work for us on May 1, 2010 if we would just look at the facts of what Shannan had been involved with.

Shannan wasn't going independently after the bust. Perhaps it's convenient for Ruis and Pak to distance themselves for one another.

Shannan may have been under the impression that she was working independently. I think the moment she found out that she was walking into a trap was the moment she realized this and called 911. The they she was referring to was this ring belonging to Ruis and his associatez.

She gave you the suspects she died to give the police the truth. We just have to accept she was not a nut case, she was working for a gang and she was being trafficked by this gang....we need to give these girls justice and work the case out.

I think if Hawk had anything of relevance (and half a decent set of morals) he would turn that information over to the FBI like a normal person with relevant intel. I certainly know I have submitted my work and discoveries in a multitude of cases to federal authorities because I would like to bring these girls justice (and others). I think most of us here do want a positive outcome to this case. Some of us here, unfoerunately, do not.

I think Ruis and his attorney (and the criminal organization above him) conspired to end these women's lives because they were witnesses that could have landed Ruis and his associates in prison far longer than 5 years out of a 7 year sentence.

The client you are looking for we already know. I think she was at the home of a distributor who assisted Ruis in protecting his drug trafficking operation and lived in a pretty nice sheltered secure area with a dock to ship and recieve all kinds of drugs to/from Long Island.

Those who may have gotten sucked into the case with Ruis, and I don't mean some regular high brow john wanting to protect their marriage and PR, I mean a big deal transnational crime boss that made business transactions with Ruis under the cover of super rich horny johns is the client you want who actually has a logical motive to kill.

Keep in mind these clients received drug shipments and women as a big red bow on the package. Oh. I almost forgot...Here's the pics you want of the Justia indictment. Let me know what you think about LISK. I'd rather not discuss Hawk at all anymore. Back on topic.

One girl might talk because she has such a bright future ahead of her and a lot to lose...and now you have something huge in terms of whether Shannan flipped.

No financials or business records would have been found on Shannan's computer.

The agency she worked for would handle that, Shannan having that kind of evidence would be even more of a motive to make sure the device were destroyed (as well as it's owner).

Normally they get off on law enforcement getting the message that these girls were *advertiser censored* and worthless to society. It is unlikely the killer scrapes the brands off their bodies because they are scared of people finding out one pimp had a girl named Remi and this victim was working for him. A step further, conspiracy to commit murder is carried out in a racketeering enterprise using several people inside the racket working in tandem to protect the interest of the criminal enterprise. That's why the bodies seem to only have an MO consistent with different killers. I think of Long Island victims and the killers (plural) as well as the MO to be more consistent with something like a shot grouping. I have been affected by it, personally. He seems to always lurk around tragic stories of dead girls and profit off their demise. His more than obvious book plug makes him the JB I was speaking of. I am not sure I believe Pak has a reasonable alibi, at all. The last time Pak was seen he was seen in a vehicle chasing a girl who very clearly did not want to be caught by him. Or anyone. She wanted the police to help her before the people who were trying to kill her did so.

I apologize, I am not familiar with the CVS that was mentioned or the different statements or alibis given to police by any of the suspects. Please advise?
