    Hmmm. I don't know much at all about wild horses and burros, or their management, so I did a quick search to see what the issue seems to be. This link below is a good start. (The article in the above post is from the Humane Society, which is unquestionably biased, and doesn't give a good overview of the situation, IMO.)

    This is from the Bureau of Land Management, and discusses the Wild Free- Roaming Horses and Burro Act of 1971. Discusses and gives statistics for various levels of wild animals by state, etc.
