I wonder if the shed was in that bad of a state before the police searched it, or if it looks this bad because they've been turning over every stone in there. If it was this bad before the search it makes me wonder if the police should have done more in their initial visit when she told them Noel was with his father - although I suppose that's more the remit of CPS than the police so they would be more likely to just report to CPS that the shed wasn't a good living space for the kids.

At a press conference in Everman, Police Chief Craig Spencer said specialists from multiple agencies across the state are helping with the case. Experts and investigators have formed a ”kind of task force” in the search for Noel, who has a lung condition and requires regular treatments. Detectives continue to comb through documents found in the family’s home and truck and talk to family members and friends, Spencer said. Noel’s mom, Cindy Rodriguez-Singh, has custody of four of her other children between ages 7 and 11, and 5-month-old twins with her husband, 35-year-old Arshdeep Singh. All of them lived inside a large shed that was converted into a living space behind another house on Wisteria Drive. Members of the family lived at the property for nine years, and the shed was built in the last few years, Spencer said.

The man who lives at the house, Charles Parson, is cooperating with police. Spencer said it appears Parson “truly was just a generous guy trying to help someone out.” Police have scrutinized tips and leads coming in from across the state about the boy’s disappearance. While no physical evidence has been found, circumstantial evidence has raised suspicions about Noel’s disappearance: The family flew to Turkey two days after authorities conducted a welfare check at the home, and the mother initially told police that Noel was with his father in Mexico. Authorities determined Noel was not with his biological father, who has been helping police with the investigation, Spencer said.

"Noel reportedly resided with his mother, identified as Cindy Rodriguez-Singh as well as four biological siblings, ages 7, 8, 9 and 11, and twin five-month-old half-siblings and a stepfather.

"The step-father was identified as Arshdeep Singh, Cindy is the custodial mother of all seven of these children. The family resided at a residence located in the 3700 block of Wisteria here in Everman."

After reading that this large family lived in a converted shed behind a property, I wondered if the living conditions were going to be good or bad or somewhere in between. After seeing the photos, I'm even more confused about how this family had the financial means to travel internationally and when they began planning this. Just the passports alone would be $130 for adults and $100 for each child. Then, as others mentioned, there's the Visas and plane tickets.

Police have said mom has not been cooperating with them or cps. That tells me everything I need to know.

In the press conference he also said that the mother has three more children that don't live with them. They live with her grandmother. Which goes to show imo that she had options for who she could safely leave Noel with. That she hasn't... speaks volumes. JMO etc.

I came across a lot of these supposed converted shed “homes” while doing home visits for Head Start. I wonder how much this “kind” landlord was charging for it?

• Her goodbyes, along with gifts, would have been a day after police first asked Cindy Rodriguez-Singh where her son Noel Rodriguez-Alvarez is, but a few days before an Amber Alert was issued over his disappearance.
• Morales said she hadn't seen Noel in about a year. There was no sign of him when she was at the Everman house in January, she said. When she asked about him, she said she was always told he was staying with someone else.

The twins are 5-months, so were probably born in October 2022 (or late September.) Noel was last confirmed to have been seen in November 2022.

How police could extradite missing Texas boy’s parents from India if criminal charges filed

If police determined that the mother or stepfather of Noel Rodriguez-Alvarez committed a criminal offense against Noel, they could issue a warrant and begin the extradition process.

In order for a crime to be considered extraditable under the treaty between the United States and India, the charges have to be severe enough to warrant punishment for at least one year, no matter if the law or one similar exists in India or if that law is considered as severe there.

If that is met, Everman police, or any agency wanting to extradite a suspect from India, would have to work with federal authorities to submit an extradition request through diplomatic channels, by the terms of the treaty.

India would require the U.S. to provide evidence, statements, documents, a copy of the warrant, “and such information as would justify the committal for trial of the person in the requested state,” according to the website for the Indian Embassy in Washington, D.C.

Indian authorities would review those documents and decide whether to approve or decline the extradition request. In “cases of urgency,” American authorities can request a provisional arrest while the extradition is being processed.
