Personally, I'd do both. Tell them verbally then confirm what was said with an email commencing, Dear Person, Further to our conversation of earlier, you will be aware that it is my belief/suspicion that Person is a serial killer.... or words giving similar effect.If I was trying to communicate that I thought someone was responsible for the deaths I would say it not email it. Not a moment for the cat to have your tongue is it?
To give her some credit she's right. Unopened emails aren't abnormal, I might be wrong but her inbox might be full of unimportant and thus Unopened emails.

She said: "There’s a very unhealthy culture in the NHS to copy people into emails so you can say that you have told so and so when in fact you haven’t, and from what I can recall of the email this is not a final report.
"The email had no specific instruction. It’s unfair to say I’m obliged to open an email and open an attachment and read it.”

It’s not an “unhealthy culture” to send emails. Certainly NOT unhealthy to document, in writing, concerns, to the Head of RISK and Patient SAFETY!!!
This person has crafted a very pathetic excuse for her failure to perform the most basic tasks required for her job.
I hope someone, asked her in a very sarcastic tone: What was the healthy, and fair way for consultant to communicate patient safety concerns (which included supporting data) to you as Head of Risk and Patient Safety?
Surely emails are healthy and fair: in writing, time & date stamped, marked received when opened … and the sender’s name, a consultant, is visible. Why else would a consultant be writing to Head of Risk & Patient Safety ???? How she can so casually disregard her responsibility ?
At the time when all this started in July on Lucy's return from Annual Leave we were quite concerned and upset that she didn't contact us immediately about what was going on which is totally out of character for her. I might think she was likeable except for her joking around about being able to give someone tips on how to hide murders. That would be funny if she wasn't under investigation for killing 8 babies in that same building.I think she's being less of a madame in that office but then she's not competing is she? The patient safety office is not where the most unwell babies are hey?
She seems likeable in that exchange disregarding the totally and strangely inappropriate content.

Isn't Letby working in that department now because the Doctors believed she was killing the patients? So she jokes around about giving tips about how to get away with murder?

I can appreciate dark humour being a part of some jobs but that's so out of place. On the part of the office worker I might gauge this is more of a human Freudian slip than a attempt at genuine humour. They do happen allot, it's when the shadow background thinking slips out. I really really do think that's out. Reminds me of what her friend says in cs2c video about her being inappropriate. Is it just me or is that actually as bonkers crazy as it reads? Who tf would think that someone should not contact their professional body?
Only my opinion, obvs, but the use of the words "concerned", "upset" and "immediately" (in that they expected to be the first people to know about anything significant in her life) might be suggestive of a rather controlling attitude towards her.
And that's genuinely only the first paragraph I've read - what's next, I wonder?
