Seems he's no stranger to the police (from 2009):

A Peterborough man who hated authority so much that he torched a police station, robbed 50 victims of crime of any chance of getting justice when evidence went up in flames.

Bitter James Watson, who had stolen police uniforms and cars in the past, also prejudiced another 167 ongoing cases and robbed officers of treasured personal possessions and medals when he set fire to the British Transport Police (BTP) base in the city centre.

On Thursday, Watson (27), of Redgate Court, Parnwell, Peterborough, was sent to jail for an indefinite term to protect the public and he will serve a minimum of five years and be on licence for life. Watson, a man with a personality disorder, had trouble with authority since feeling let down by those in charge of his care as a child – and this erupted in the attack on the police station which left an 800,000 trail of damage in his wake, Peterborough Crown Court heard.

He pleaded guilty to burglary and arson and also to the theft of 2,500 from his father's home, for which he was on bail when he decided to target the police station.

I don't think you can read too much into this, especially with it being 20 years ago, but there does seem to be a bit of similarity between JW and one of the artist's impressions.

James Watson has been bailed for a second time in connection with Rikki's murder. I have no idea if he's a murderer, but he clearly has some major issues.

Watson, a father-of-one, remained on bail since his arrest earlier this year.

He fled from a Northampton hotel before smuggling himself onto mainland Europe in a motorhome.

Watson was later apprehended in Lisbon, where he maintained his innocence.

The self-confessed cop hater served six years for fire-bombing a police station.

This is from two days ago, I'm a bit confused, as the link I clicked on said "no further action to be taken" (from 2 days ago).

The Crown Prosecution Service is reviewing whether to take action against a Peterborough man arrested on suspicion of the murder of six-year-old Rikki Neave in the city in 1994.

James Watson, 35, was arrested on April 19 this year and was due to answer bail today, Tuesday December 20.

Police have not seen the need to ask Watson to answer bail as planned as he is already in prison for breaching the terms of his bail by fleeing the country to Portugal earlier this year. He is still under arrest for the murder of Rikki Neave and police said the CPS is still reviewing the case.

A man has been charged with murdering a six-year-old schoolboy in Peterborough 25 years ago.

James Watson, 38, of no fixed abode, has been charged with the murder of Rikki Neave and is due to appear at Peterborough Magistrates’ Court on Thursday.

I hope there's enough evidence to ensure that justice is done.
 
I am from Peterborough and obviously when something like this happens, everyone chats and gossips. The usual stuff like “oh you could tell as one time...” chatter.

Weirdly the released name...no one seems to know him. He’s like a ghost.

from start to finish this is an awful case. The poor lad didn’t have much of a chance in life and was let down long before this
 
A man accused of the murder of six-year-old Rikki Neave who was found strangled in woodland 25 years ago may avoid a trial because of problems with his extradition from Portugal, a court heard today.

Watson was re-arrested in Portugal on 2 August last year after leaving the country when he was first arrested and bailed in June.

He did not appear at the Old Bailey today for his plea and trial preparation hearing.

Mr Justice Edis told the court it was understood Watson had entered a not guilty plea to murder but that an issue relating to his extradition had complicated his prosecution.

The judge said a hearing on 5 June would be held to determine whether to proceed with a trial.
