Identified! VA - Virginia Beach, WhtMale UP 9528, natural causes, Oct'01 - Samuel Barnard

Kevin Belknap was 185-190 lbs at the time of his disappearance in April of the same year. The ensuing months until JD's death was plenty of time for KB to gain that weight, especially if he had a heart condition and/or diabetes. The summer months can worsen those conditions, so I think the weight discrepancy makes a whole lot of sense.

KB disappeared from Connecticut, and his vehicle was found east in Rhode Island. If he was leaving his life, it makes sense to me he would've abandoned his vehicle in the opposite direction of the way he intended to travel, in this case, VA Beach.

There's a link between Connecticut and Va Beach, too.

Kevin disappeared from New London County, home of two things (among others): a Naval Submarine Base and the Electric Boat Works (manufacturer of submarines.)

Virginia Beach and nearby cities has a huge naval presence. Norfolk Naval Shipyard being the most significant but that area was a Navy town for most of its existence.

So there could have been a reason for Kevin to there. Maybe he'd been there before.
 
Another compelling point: KB was a casino blackjack dealer at the time of his disappearance. As a matter of fact, he left his uniform on the seat of his abandoned vehicle.

I can think of a few reasons why a card dealer might want to get outta town abruptly, leaving no forwarding address.
 
I had that same thought about him being a blackjack dealer and wanting to get out of town. I wonder if he had been planning this and had acquired fake ID that he was using in Va.

Also wouldn't the casino have vetted him before hiring him as a dealer? Which I would think would at least include fingerprints. A previous poster mentioned that he had no fingerprints on file. Although I suppose that even if the casinos did a background check they may no longer have his fingerprints available.
 
I think the decedents eyes are too far apart to be Belnap, but, I will call it in today.

I wanted to ask other questions to the VBPD: anyone have suggestions on what to ask?

No worries! I called the contact listed on UID's NAMUS page the other day but they were super rude (for some reason all the contacts are ME offices, not LE). I spoke to some guy who wanted to know what I wanted to do (see page 4 of this thread) and he referred me to the VBPD. So, this morning, I called the Investigative Unit of the VBPD and was put through to Cold Case and left a message.
 
Oh cool .. I was also wondering if we should inform the folks on the "missing" end. Maybe LE in CT could contact LE in VA and get better results..

I'm toying with calling them..

I heard from the detective on the VAB UID case via e-mail :D I told him to look at Belknap. I also asked a couple questions. Hopefully this helps!
 
No problem. Thank you for the assistance. I have been looking at Kevin Belknap for a few months and am trying to get enough to have a comparison done. He is definitely a possibility. I think he was running into the BK to get help since he was having a medical emergency. We do not know if he was homeless, but am leaning towards him not being homeless. Of course anything is possible. I am hoping the media release will get attention and someone will recognize him.

I will let you know if we are able to exclude Belknap.
 
With the exception of a few older threads, we don't put postmortem photos in open view anymore. Consequently, I removed the earlier post showing the John Doe.

After looking at them side by side and enlarged I feel even more strongly about the match. Note that the main thing that doesn't match, KB's reported weight, may not be gospel truth anyway. It was probably taken from his drivers license info, which may have been years old not to mention self reported in the first place. I hope someone in LE bothers to follow up on it. Sometimes one gets the feeling that one is rudely interrupting a coffee break.

Anyone call it in from KB's end yet?
 
Mag, the LE in VB is looking into KB but hasn't gathered sufficient evidence yet to make a comparison.
 
i didnt realize that KB disappeared from New London County. that's where i grew up! don't know if that can help with this at all, but i will be there next week for the holidays and can pop into the library and see if the local paper (the day) has any archives with maybe his shoe size if we havent heard back from VBPD by then.

i also just texted a friend who is in security at the casino just to see if people are finger printed when they start. i cant imagine that local LE didnt think to ask this, but i guess you never know...
 
Just to let you know I submitted Kevin on the 28th September (see page 1 of this thread). I know they have been a bit arsey with me when I've chased a case "too early" and I just wonder if they thought you were me chasing...

Yes, I submitted to NAMUS only.

I can imagine you on the phone! :floorlaugh:

It would be nice if it's him and we manage to bring him home for Christmas.
