Two more days passed before Cook’s body was found under a bridge near Monroe. He was beaten with a rock, strangled with twine, and covered with a blue blanket that didn’t belong to him. He was 20.

The Seattle ferry ticket was inside their abandoned 1977 Ford van in downtown Bellingham. Missing were Cook’s green canvas backpack, his black ski jacket and a Minolta X-700 camera. In 1990, the camera lens was recovered at a pawn shop in Portland, but the camera body was never found. It had the serial number 2067048. If the missing items are found, they could be traced to the suspect.

A man’s DNA was found in the van and on Van Cuylenborg’s body. It was used to generate the pictures that were released this week.

Scharf is chasing down another lead, based on a tip that came in years ago. He’s looking to talk with any of thousands of employees of E.A. Nord Door in Everett in 1974. This week Scharf has talked with a few of them, but none were able to give helpful information.

Thanks for the link,
The person of interest in our case is a white male of European decent. He has hazel or green eyes. Light brown hair. Very fair skin, possibly with freckles and possibly male-pattern baldness," said Snohomish County sheriff's Capt. Jeff Miller

“This was a calculated crime,” said Baanstra. “This wasn’t some random, one-time violent act. This person worked their way up to this.”

Tips can be shared through an anonymous tip line at 425-388-3845.

Detectives would also like anyone who worked at E.A. Nord door company, in Everett, in 1974 to call the tip line. They could have helpful information based on an old tip detectives received. Leave a name and number and detectives will call you back.

Investigators released three composite sketches depicting a white man in his 20s, 40s and 60s at a news conference last week
.

Van Cuylenborg and Cook were seen on the Coho ferry from Victoria to Port Angeles, Washington. Investigators believe they likely missed the turnoff at state route 101 and 104, because they ended up at the Hoodsport Grocery, Snohomish County Cold Case Det. Jim Scharf said.

They then were seen at Ben’s Deli in Allyn at 9:29 p.m.

At 10:16 p.m., Cook and Van Cuylenborg bought tickets at the Bremerton ferry dock to take the ferry to Seattle. They would have arrived in Seattle at 11:34 p.m., but never made it back.

"If these new pictures of this amazing new technology triggers a memory you had, perhaps of someone who said something odd... please for the sake of my brother Jay, Tanya and all of our families, call it in," Laura Baanstra, the sister of Jay Cook, said at the press conference.

Police also noted that Van Cuylenborg’s 35mm Minolta camera lens was traced to a pawn shop in Portland, Ore., in 1990, but that the camera body is still missing.

The Murders of Jay Cook and Tanya Van Cuylenborg

Details of this double homicide have haunted viewers of Unsolved Mysteries for decades. In November 1987, Jay Cook, age 20, and his 18-year-old girlfriend Tanya Van Cuylenborg traveled from Victoria, Canada into Washington State. The pair were kidnapped and murdered. Tanya was raped, and her body left in Skagit County, Washington. Jay was found dead later. He’d been strangled and beaten to death. Ominously, one official told Unsolved Mysteries that “the way Jay died was indicative of things that we’ve seen before inside the prison walls.” DNA from this case has been used by Parabon NanoLabs to create a physical profile. It seems like genealogical investigation might be the next logical step.

A SeaTac man was arrested Thursday in the deaths of a Vancouver, BC, couple who were killed 31 years ago in Western Washington, the Snohomish County Sheriff's Office Friday, thanks to a new technology that utilizes DNA and genealogy. Detectives, however, are still looking for tips on specific aspects of the case

William Earl Talbott II, 55, was booked into the Snohomish County Jail on one count of first degree murder in the death of Tanya Van Cuylenborg. KING 5 News typically does not name suspects until they are formally charged, but he is being named here because the sheriff's office is asking the public's help for more information on him and his previous whereabouts.

This is amazing!

Detectives believe Talbot lived in Woodinville at the time of the murders, about seven miles from where Cook’s body was found.

Talbott was identified through the use of genetic genealogy, which combines the use of DNA testing with genealogy to establish a relationship between a person and their ancestors. DNA from the case was run against the public genetic genealogy website GEDmatch, and close matches were made to two of Talbott’s relatives.

Police then gathered Talbott’s DNA from an abandoned cup he’d used, and the Washington State Patrol positively matched it to DNA found at the crime scene.
Detectives are still asking for the public’s help with specific information:

  • If you knew Talbott in 1987 or 1988.
  • If you saw Talbott with Cook’s brown Ford van.
  • If you saw Talbott with a 35mm Minolta camera that Van Cylenborg had with her.
  • If you know anything connecting Talbott to a light blue blanket, or even know where that type of blanket might’ve come from.
If you have tips of any kind in the case, call the Snohomish County sheriff’s office tip line at (425) 388-3845.

Thank you dotr! I remember seeing this case on 'Unsolved Mysteries' years ago, thinking it would never be solved. Thank you DNA databases!

Genetic genealogist CeCe Moore, who worked on the case alongside Virginia-based genetics company Parabon NanoLabs, said she built family trees using people who shared "promising amounts of DNA" with the suspect. Two close matches were found from people who married and produced only one son, said Moore
.
Police say they are still unsure of a motive or how the victims met the suspect.

Talbott had been working as a truck driver for various companies in the Seattle region for the past 30 years, investigators said.

Cold case detectives in Snohomish County have begun retracing the steps of a man suspected of killing a young Canadian couple 30 years ago.

But they still hope to get a clearer picture of William Earl Talbott II’s appearance, habits and whereabouts in the late 1980s. They hope to talk with people who knew Talbott around 1987, when he’s accused of killing Jay Cook and Tanya Van Cuylenborg. Some of Talbott’s family members and acquaintances have talked with detectives. If others are out there, they’re asked to call a tip line at 425-388-3845.

Second murder charge added in 1987 cold case

Jun 15, 2018

"William Earl Talbott II was charged Friday in Snohomish County Superior Court with two counts of aggravated first-degree murder for the November 1987 deaths of two young Canadians in Skagit and Snohomish counties.

He was arrested May 18 and charged in Skagit County District Court for the murder of 18-year-old Tanya Van Cuylenborg, whose body was found Nov. 24, 1987, in a ditch off Parson Creek Road near Alger.

At the time of his arrest, Talbott was not charged with the death of Van Cuylenborg’s 21-year-old boyfriend Jay Cook because his body was found in Snohomish County....

On November 1987, Cook and Van Cuylenborg left British Columbia in the Cook family van for a trip to Seattle. They were supposed to return home the next day.

Their bodies were discovered about a week later, about the same time the van was found in Bellingham.

Over the years, investigators gathered a list of about 350 potential suspects, but none were Talbott.

A break in the 30-year-old cold case came in May after investigators from the Skagit and Snohomish county sheriff’s offices used cutting-edge technology to create composite images of the couples’ likely killer.

A private company, Parabon NanoLabs in Virginia, then used “reverse genealogy” to link DNA evidence found at the scene of Van Cuylenborg’s death to Talbott...."

"The arrest made international news, and investigators asked others who knew Talbott to come forward — to help piece together a profile of the suspect and his activities in the 1980s.

Another friend had been a roommate in 1987, until Talbott lost his job and moved back to his parents’ home off Woodinville-Duvall Road. The man recalled seeing a van — the same distinctive bronze Ford Club Wagon that was taken by the killer — at the Talbott home that year, according to the charges.

After the slayings, the van was found in Bellingham, but Van Cuylenborg’s Minolta camera was missing.
The man shared other memories.
Earlier that year, he recounted, he and Talbott had driven about six miles from the parents’ home to the High Bridge to snap photos. They were avid about photography. They walked along the river until they reached a vantage point where they could see the Monroe prison, according to the charges. They took a photo. Talbott told him to hang onto the picture. So he did."
He kept it for more than 30 years. This year he dug it out and handed it over to a detective.
