Sadly, There is so little information. Why was Matthew going to Portland Oregon? Who if anybody did he know there? What were his moods leading up to his disappearance? It was the day after Christmas in 1984 when Matt vanished? Did the holidays play a role in Matt's decision to leave home? Are his parents or other relatives still living who may be willing or able to submit DNA to the Missing Children Databases? The answers to any of these questions could open up leads in this case. Bumping for Matthew and wondering if there is any more personal information about him, like his favorite kind of music, or any particular habits. Was he right or left handed, was he quiet or out-going? What was his interest in going to Oregon, was it to see a girl, or a favorite band?
I don't mean to make light of Matthew's disappearance or judge his lifestyle but as one whose birth date is only three weeks earlier than Matthew's in 1984 just about every kid selling weed on any given street corner was wearing pretty much this exact outfit. Given that Oregon has a long and storied history of cannabis production I wonder if perhaps Matthew didn't get murdered in Portland by weed producers who took one look at a kid who was 5'7" 135# and figured they might as well keep the weed and the money too.
Any word on whether his car was ever found? The route from Tacoma to Portland passes really close to the Columbia River at different points. Is it possible he had an accident while driving and fell in?

Yes, I think there could be a solid possibility this could be Matthew based on facial structure. Portland and Madison are culturally very similar cities, but there's a lot to be said about the nearly five year gap in between.
