Distinguishing Characteristics: African-American male. Black hair, brown eyes. Foster may use the nickname Marc (sometimes spelled "Mark"). His front incisor is chipped.

Details of Disappearance
Foster was last seen in the 3300 block of West Highland in Milwaukee, Wisconsin on December 17, 1993. He has never been heard from again. Few details are available in his case.

  2. Leonard Foster also reported to have been wearing "black footwear with blue and white stripes." UP5207 reported to have been found in "black Charles Barkley high top sneakers" (example of 1993 Charles Barkley black high top sneakers below).
  3. Leonard Foster reported to have a chipped front tooth incisor. UP5207 reported as having a fracture in "number nine, upper central incisor."

Just updating this post...

Potential match was officially submitted to DoeNetwork yesterday and I received the following response:

I will post another update if/when I hear anything more (not sure how long that could take, I have never submitted a potential match that was reviewed by the panel before).
 
Another update

I received the following email from the Doe Network (a forwarded exchange between DN and the LE contact for UP5207):

It appears that UP5207 is likely not a match for Leonard Foster, however the investigator for UP5207 did say that they have been in contact with the Milwaukee PD and that they would check Leonard Foster's family tree/history against their UP.

So it's not officially excluded yet, but I don't have my hopes up...

My only confusion is that I'm not quite sure what the investigator means by, "[w]hen UP5207 was entered into NAMUS it was believed that he was African American but later shown not to be the case," because according to the NAMUS and Doe Network websites, that actually seems to have happened in the opposite order — when the remains were first examined, they believed UP5207 was white and/or Hispanic (first sketch below released in May 1998), but it was later determined that he had been African American (latest reconstruction released in 2015 — see image below).
So it's not clear if the remains were examined again since 2015 (and/or his DNA has been tested), resulting in a (third) different conclusion and my information from DN and NAMUS is just outdated, or if the person who sent this email is somehow mistaken (which I doubt). I have to assume, with DNA genealogy being so new, that the information provided to investigators by Othram (which was founded in 2018) about UP5207's race/ethnicity is more recent than 2015, but the details are unclear.
