Milwaukee Police Chief Ed Flynn announced Friday that three teenagers have been arrested in connection with the homicide of a pregnant woman Sunday morning. Two of the three boys -- Malik Merchant, 15, and 16-year-old Mical D. Thomas, the accused shooter -- are being charged as adults.

"The arrests today, I think, conclusively prove that the juvenile justice system in the state of Wisconsin is irretrievably broken. And it is the police department and a victimized community that are left to pick up the pieces," Flynn said.
