Neenah is in Winnebago County. I would assume he has been ruled out since the press release is post checking with families of their local missing persons.

A ruleout based on the family not recognizing the clothes and other belongings that might have been there is not really definitive though. Anyone could have some stuff that the family hasn't seen or doesn't remember, and anything he wasn't wearing could be even just randomly and coincidentally there and not associated with the deceased while he was alive.
