Circumstances of Discovery

An employee of Mack's Fish Camp was on the dock moving a boat around 9:00 a.m. when he discovered the body of the decedent floating near the surface of the canal, west of US Highway 27, north of the Dade County line. Workers at the fish camp told detectives they had talked to the man earlier and believed he was Haitian. No identification was found on him. The decedent was possibly homeless.
A few days prior, witnesses told investigators that the decedent had mentioned he knew someone who lived just off the campgrounds. Though he carried no identification, the man had a piece of paper with the name "Jean Ronald Destin" along with a Miami phone number. The man who answered at that number repeatedly said he did not know the decedent.

Herman J Caldwell? Super long shot but the age progression photo is pretty uncanny. Along with the “blue floral” clothing description even if it was listed as the pants rather than the shirt

UIP photo, Age progression photo of Mr.Caldwell and photo of him from his late teens/early twenties I’m assuming

I don't see a resemblance. The nose is off, the hairline is off, cheekbones are off, lips are off, chin is off. Mr. Caldwell has the "typical" African American facial features , while the UIP looks West African. People who briefly met the UIP stated he was from Haiti and he does "look" Haitian to me.

I was more so looking at Mr. Caldwells eye brown placement, face shape, ears, in the real photo of him rather than the age progression photos which aren’t always super accurate but I do agree that some features are off. Again, long shot with the location discrepancy.
