I just ran across this case while looking for something else. I'd never heard of it before.
At about 3 a.m. on Oct. 27, 2006, Sacramento County Sheriff's Deputy Jeffrey Mitchell made contact with a white Chevy van with no plates near Sloughhouse and Rancho Murieta, northeast of Wilton; he radioed it in to dispatch. He reported that the van had one occupant - this will be important later.
Less than 10 minutes later, dispatch heard his radio clicking, but couldn't get a response. When other deputies arrived at the scene, he'd been shot and killed with his own gun, and the van was gone. There was evidence that Mitchell had been in a violent struggle with someone over the gun, and evidence at the scene indicated he might have tried to handcuff someone.
A matching van with bent plates was found floating in the nearby Cosumnes River in El Dorado County about 12 hours later. When it was pulled out, two bodies were found inside: Allan Shubert, 43, and Nicole Ann Welch, 28. However, they had not drowned, but showed evidence of carbon monoxide poisoning. Additionally, there were no signs either of them had been in a fight, so they were likely not the person who Mitchell had fought with. And Mitchell had reported only seeing one occupant in the van. Had that been Shubert or Welch, or a third person who had been driving the van with two bodies inside? Due to the lack of injuries, investigators tentatively think both of them were dead before Mitchell pulled the van over.
Investigators have not named any suspects, but they've confirmed to media that they've had them. Investigators told ABC News in 2020 that it was an unsolved case but not a cold case. SFGATE reported that they visited one house in Wilton four separate times, but did not arrest anyone; the resident is not named.
DNA evidence is available. As of 2013, there was not enough for more than a partial profile that was not strong enough to upload to any of the crime databases, but given advancements in DNA technology I wonder whether it could be used now?
