I believe you, 100%. The problem in this case is the fact the perp (according to the victim and the lady filming) never once verbally expressed any sort of hate for the man because he's Jewish. It's possible the victim just happened to be in the way of a creepy, violent man.
It is easy to imagine the perp attacking anybody who happened to pass by.

A park is a good spot to find a vulnerable victim, especially if they are with kids.

Maybe something about seeing an apparently good dad out and about with his 3 young children, triggered him? imo speculation.

Does it have to be a verbal expression though? Maybe a gesture or action, like throwing a Kippah around could be felt as anti-Jewish by the victim? And/or could be seen as anti-Jewish by victim plus anybody else?

I would certainly feel discriminated against if somebody took an obvious religious item of mine and threw it around and I would feel frightened about wearing that item in future. MOO Is that hate? Or 'just' discrimination?

I don't think the perp is just 'clearing up' when he throws the Kippah, he does it differently from the way he was putting items from the ground into a bag.

Things way seem hate from an ethical pov, but aren't hate legally too, I suppose?

Could be I suppose. But that amount of violence??

I remember a good few years ago in an extreme heatwave of about 40°C (104°F), I and people around me e.g. in lines and on the train (no air-conditioning back then here) were getting pretty ratty and impatient towards each other but it was only verbal and each episode fairly brief too. An escalation of that could be a longer tirade, then one punch or slap, but S.P. here hit the father again and again.

Of course I think we all know folks can get more easily agitated during heat waves, but I'm not really buying that's what happened here. I think this violent creep just picked a man minding his own business, and beat the tar out of him. Obviously it could have been because he's visibly Jewish, but it could also have been because the perp is just a violent creep. 🤷‍♀️
