Jovien T. Smith, 26, of Davenport, Iowa, is being held in the Downtown Detention Center without eligibility for release following the shooting, which left a 4-year-old girl dead and two other children critically wounded.

a verbal argument escalated when Smith threw the woman’s cell phone out the window and attempted to grab the steering wheel of the Dodge minivan she was driving. She safely pulled over, at which point Smith allegedly pulled out a pistol and began shooting.

The mother was struck multiple times and ran from the vehicle in search of help. Smith then turned his gun on her children, firing several rounds into the minivan. Four of the five children were hit by gunfire. The youngest victims — ages 1 and 7 — remain in critical condition at Vanderbilt Pediatrics. The 4-year-old girl later died from her injuries. Each of the wounded children had been shot multiple times, police said.
