Jane Marie Lamar, age 19, of 2215 16th St., Racine, Wisconsin, (her obituary in the Journal Times, Dec 31, 1975 shows her address as 5030 Graceland Blvd.) was found murdered in Parkers Park, Racine, Wisconsin, on December 28, 1975. She was found propped up against a tree, partially clothed, in pretty much the same way Tina Davidson, age 15, was propped up against a fence, unclothed, at 17th Street Beach, Racine, in 1973. Many similarities in both these cases. I think both murders were by the same person(s).

RACINE - New evidence has prompted Racine detectives to resume investigating a 24-year-old murder.
Police said Tuesday they fairly recently have obtained information regarding the 1975 killing of 19-year-old Jane Lamar, but would not disclose what that new evidence was.
Lamar's frozen body was found partially clothed Dec. 28, 1975, in a wooded area at Ninth and 11th streets. She had been beaten and then propped up against a tree along the Root River. Police reports from the time said Lamar most likely died of exposure...

That article is behind a paywall, but I got a quick screenshot of some of the info from the middle of the article.

Does anyone have the time to nudge Racine police on this one? I’m swamped.

Bound over for trial in connection with the alleged rape of a 28-year old Milwaukee woman were John Richmond, 30, of 1327 Maple St., and Gary Hailey, 23, of 1174 Reilly Court. (Note: They posed as policemen. Hailey found guilty.)

Taxicab driver charged in woman's death. Taxicab driver Gary Hailey, 26, of Racine was charged Friday in the strangulation death of Josephine Goral, 75, whose body was found at the city's North Beach last December...

Source: Newspapers.com, Kenosha News Wed, May 05, 1976 Page 14...Charges dismissed for lack of evidence.

According to news articles, Hailey had picked up Goral at a bar. A red hatpin belonging to her was found in his cab. One wonders how someone charged and found guilty of rape in 1973 became a taxi driver in 1975.

Wait a minute,
Dawn Schnetzer was found partially clothed, propped against a log in a wooded area in Calumet County in 1978. (Her Websleuth forum: WI - WI - Dawn Schnetzer, 17, Menasha, 15 September 1978)

Jane Lamar was found partially clothed, propped up against a tree in 1975.

Tina Davidson, was propped up against a fence, unclothed in 1973. (Her Websleuth forum: WI - WI - Tina Davidson, 15, Racine, 27 Mar 1973)

Do we have any others in in the Midwest that were found in a wooded area, partially clothed, propped up against something? This has the makings of a serial killer.
