I found this guy whose description and circumstances are somewhat close. Perhaps a bit more info and some sleuthing by others could help rule him in or out as a match. Or we could just submit and let the authorities do what they do.

NY - NY - Jordan William Hall, 20, Buffalo, 23 March 2001

Jordan, who went missing in 2001 only about 20 minutes away in Buffalo, NY, is "paranoid schizophrenic. He believes he can communicate telepathically and sometimes does not speak. May be suicidal." He matches closely the physial descriptors listed for this UID, except there's no mention of Jordan having tattoos. Although he could have gotten tatts sometime in the 4 years between him going missing and this UID's recovery. Jordan had long brown hair and he was 6'0" tall, 160# in 2001.

The circumstances:
Jordan was discharged from the hospital against the advice of family and social workers on March 19, 2001. He went to visit his family for a few days and then went to his apartment in Buffalo, New York. He called his mother the evening of March 23rd stating he needed her to take him back to the hospital. When his mother arrived, Jordan was gone and has not been seen since.

Arkadiy Tashman seems like he could be a match to this JD. No mention of tattoos. He's from Staten Island, NY area from where he disappeared in Jan 2005. He was depressed, had recently had a break up, and left a suicide note. Perhaps he roamed around for a few months before eventually making his way to Niagara Falls?

He very well could be from Canada. IIRC I checked the listing on Doe but didn't find much in the way of potentials.
