But did they have the mental health personal to deal with RA's needs? His attorneys have said that RA entered Westville already dealing with some of those issues. I don't think Cass County Jail or any county jail most likely would have the mental health personnel needed?

Earlier this year, Rozzi attempted to make arrangements for Allen to be moved to the Cass County jail, just 20 minutes from Delphi. That move was not opposed by either the prosecutor or the judge, but the plan never materialized due to opposition from Carroll County Sheriff Tony Liggett, Rozzi suggested.
The newly-elected sheriff testified Thursday that he is concerned about his department’s ability to safely transport Allen between the Cass County jail and the Carroll County courthouse. Liggett said that 15-mile transport would be challenging due to the added security and manpower that would be required.
During the pre-trial hearing, when asked if Cass County is still willing to accept Allen at his jail, Cass County Sheriff Ed Schroder bluntly told the court “I don’t want him” due to the extra hassles and security concerns of housing an inmate in a high-profile murder case. But the sheriff quickly added that his large, modern facility is well-suited to house Allen, and Schroder said he would accept the defendant if ordered to do so by the judge.
Schroder also said he would likely house Allen in an individual suicide-watch padded cell that is video monitored by jail staff. Any transportation would be the responsibility of Carroll County, the sheriff explained. If Allen is moved to a county jail, both the Indiana Department of Corrections and Indiana State Police are being considered as possible options for transports based on Carroll County’s staffing limitations.

They (Cass) were allotted a Federal Grant for this MOU. I wonder if the program was actually in place and running efficiently by the time RA was arrested in Oct 26, 2022? I ask this because I used to write grants myself to the NIH and seldom, if ever, did they progress at the anticipated start date.An informative article about mental health services at Cass Co.

Driven to develop a more robust continuum of care, the relationship has evolved to include embedded services at Cass-Pulaski Community corrections, jail outreach, mobile crisis, and designated criminal justice liaison for the county. A Memorandum of Understanding has been signed which allows Four County to roll out a new program of Jail Treatment Services to Cass County Corrections.
Funded by a federal grant, Four County will provide various forms of treatment onsite. Treatment will include: intakes, psychological evaluations, individual and group based treatment curriculum. Services will be provided by Four County Staff and will include a Criminal Justice Liaison, Peer Recovery Specialist, Therapist, Advanced Practice Nurses, and a Licensed Clinical Social Worker. Onsite services will be provided weekly once facilities are completed and plan to begin in September 2021.

It's not however good for the families of Libby and Abby who had to suffer being emailed leaked crime scene photos of their children. And it will probably happen again as those photos are always going to be out there and evil people will manipulate them for their thrills, MO. JG had it right when she voiced the hypocritical mindset of RA's attorneys, at once calling MW a thief, a trusted advisor/friend and strategist. That sentiment says it all, to me, about AB&BR's lack of honesty and integrity. All Just My Opinion
