"Light blue denim pants with quilting around the hips and from knees down. Pants had zipper front with metal button, 2 small front pockets, and no rear pockets. Brand name "On Time" by "Prime Time". Waist 29, Inseam 35.5, "Made in British Colony Hong Kong, 100% Cotton RN4550"

Looks like "On Time" by "Prime Time" was a brand of Men's jeans that were sold by JC Penny, J.W Robinsons (defunct as of 1993), and Grodins (defunct as of 1993). The main place they were advertised was Southern California, but they were available in the Bay Area. The price of the Jeans were originally $18-23, which would be about $100 ish in modern day standards. My guess is that she got the jeans second hand then altered them.

Except no rear pockets. I recall that some popular jeans of that era didn't have rear pockets by design, but seeing these images with distinctive pockets makes me wonder whether the pockets had originally been there but then removed?

It seems like she may have removed the pockets, the article from the Oakland Tribune above mentions that their was quilting on the jeans around the calves and hips, so she may have replaced the pocket with quilting. The jeans also had a zipper on them at the bottom. Sounds very DIY to me.
