Investigators say they are still seeking leads in the disappearance of Relisha Rudd, though Asst. Police Chief Peter Newsham says the tip that lead them to search the 700-acre park has been their most promising. “We came up here based on a theory. And that theory was based on the information we had available, the information we could confirm at the time. And the theory was that potentially we would find Relisha in this area,” Newsham says.

In a previous news conference, Lanier said it appeared that Tatum's body was in the park for somewhere between 36 hours and several days-- adding that it's difficult to pin down an exact time. She said that while they were not shocked to find that Tatum had committed suicide, they were shocked to find his body in the park.

According to D.C. Police Chief Cathy Lanier, Relisha was last seen on March 1 in the District with Kahlil Tatum, the man police believe abducted her. Lanier said that is the last time they can confirm that Relisha was seen alive, and at that time, she was with Tatum with permission from her mother.

On March 2, Lanier said Tatum, 51, purchased a carton of 43-gallon self-tying black trash bags, and later was in the area of the aquatic gardens in Kenilworth Park for a period of time. After that, Lanier said Tatum was going to work and was seen in D.C. through March 20, but Relisha was not seen.

D.C. officials also announced that Tatum had posed as Relisha's doctor, taking calls from her elementary school teacher and telling them the little girl was sick. Officials familiar with the investigation say Rudd's mother, grandmother and Tatum were all working together in an effort to fool teachers and administrators at Payne Elementary School into believing the 8-year-old was not coming to school because she was sick.

Police released a video today showing a man they want to speak to in reference to the disappearance of eight-year-old Relisha Rudd. "The Metropolitan Police Department is unable at this time to share the location of where this image was taken, as it may negatively impact the investigation," a release states. "The Metropolitan Police Department believes this individual may have information and we are only seeking to speak with him."

Relisha’s mother is the product of the foster care system in Virginia, where she bounced from home to home from the time she was 6 until she turned 18. Once she aged out of the foster system, Young returned right back to the family she was removed from, as do many other foster kids. She obviously didn’t learn much about how to be a parent before she had Relisha at 19, followed by her three younger brothers.

D.C. police have identified the man shown in a video last week who was wanted for questioning in the Relisha Rudd case. Police said in a press release that they have interviewed the man and he is cooperating in the investigation. The man didn't help police find Relisha or give them any clues about where she could be, police said. Police have not released the man's name or any details about how he was found.

An applicant with a criminal record is still eligible for hire at a DC homeless shelter if there's no felony conviction within the last 10 years. They do prohibit hiring people with pending charges.

The D.C. City Council's Committee on Human Services is looking into the hiring process and the overall conditions at D.C. General. Recently testifying before the Human Services Committee, Sue Marshall, Executive Director of TCP, said they use a third party firm to conduct background checks on applicants. The D.C. Department of Human Services tells WUSA9 that a background check of Kahlil Tatum, the alleged abductor of missing 8-year-old Relisha Rudd and former janitor at the shelter, did reveal felony convictions that were at least 20- years-old, stemming back from the days his legal name was still Karl Lee Tatum. Tatum had an extensive criminal record that included felony convictions of burglary, grand larceny and breaking and entering. He was convicted in 1983, 1986, 1987, 1991, 1993 and 2004.

The first question Jeffcoat asked Melissa Young, Relisha's maternal grandmother, was: "Didn't it make you feel uncomfortable knowing that a man was taking this little girl away on trips?"
Young said it did make her uncomfortable initially, but that she does the same thing; there are plenty of kids she watches and she always gets permission from the parents.

The U.S. Marshals conducted a walk-through of a D.C. apartment Kahlil Tatum, the now-deceased suspect in the disappearance of Relisha Rudd, sublet to someone else on Wednesday morning. The apartment is located in the 3500 block of Hayes St NE. Marshals eviction detail entered the apartment and found nothing. "He was scheduled for eviction today. We arrived, we went through his house, there was no property in the house so it was an easy walk-through. We found zero," said David Neuman with the U.S. Marshals. "There were a few boxes that had no property in it but other than that it was completely empty. Our understanding is that the police have already searched the facility."

“We fear the worst but we hope for the best,” Lanier said Tuesday, a sentiment she has repeated often. The chief also has said the delay in discovering Relisha was missing hurt their investigation. If she was killed, police say they have no idea where it might have happened.

“We are going to walk the community with flyers to raise awareness and show that this is a real concern as citizens,” says Manpower DC’s Trayon White.
The search will begins Saturday, April 19 at 4 p.m., and the group will gather at the R Street entrance of the National Arboretum in northeast.
The event will open with a prayer for Relisha Rudd and other missing people in the metropolitan area. Volunteers will then disperse into neighboring communities near the Arboretum (New York Avenue and Bladensburg Road NE), DC General Shelter Area (19th and Independence Avenue NE), Kenilworth Area (Anacostia and Quarles Street NE) and River Terrace Area (34th and Blane Street NE). Three groups will canvass door to door at the Kenilworth, DC General Shelter, and River Terrace areas to disseminate fliers to residents. One group will raise awareness with posters at the intersection of New York Avenue and Bladensburg Road.

Statements by witnesses and family members clarify that Relisha was in the custody of her family in early March of 2014. It’s been disputed exactly which day she was last seen by the family, as March 1,2,7, and 8th are all dates which were given describing the last time she was seen alive.
One caller posed questions to Shameeka regarding her demeanor and wanted to know how she could participate in such a discussion on a radio show and not show emotions. “Why aren’t you screaming at the top of your lungs begging God to help you find your only daughter,” the caller said. For the first time publicly Shameeka Young appeared to be moved and fired back, “You don’t know what I go throw. You don’t know about all the dreams I have where I see my daughter reaching for me and I can’t get her.”

However, Shameeka’s version is contradicted by statements from a man (I believe is related to Relisha) name Daniel Roberts, who stated during the broadcast that he actually saw Shameeka give Relisha to Kalil Tatum at a bus stop on March 7, 2014. He said that he doesn’t know why Shameeka is lying about the last time she saw her daughter, because she knows that she was the last person to have Relisha.

That argument sparked when Ashley gave her version, describing how Shameeka had called her to ask if she (Shameeka) could give Tatum her phone number because he was on his way to pick her up. Ashley Young told KWDC Radio that Shameeka first met Tatum back in 2007 (conflicting earlier reports of 2005), but indicated that her mother didn’t know Tatum. a caller asks the girl’s mother, Shamika Young, why she isn’t showing any emotion about her daughter’s disappearance. Why isn’t she screaming? Why isn’t she fighting?
And then it happens. After answering questions for more than an hour, Young’s voice trembles.
“Nobody don’t know how I feel over here,” she says. “I’m hurt, real hurt. We’re talking about my firstborn that I spent 18 hours and 36 minutes in labor with. I ain’t sleeping at night. When I go to sleep I keep having these dreams where my daughter is reaching for me, and I can’t get her. How do you think I feel about that? Waking up, keep crying. Is this what you want? “Actually, I’ve seen her walking with my uncle to the store that’s closest to the shelter — the convenience store,” he says. “I’ve seen your daughter plenty of times.”

“Did she ever mention anything of how she had gotten with Tatum that day or?” Young asks, not finishing her thought. “No, she never mentioned how she actually met my uncle or what was their relationship,” Tatum-Jones says. He says every time he saw Relisha she was cheerful, playful. He believes, he tells listeners, that if his uncle was buying Relisha gifts and spending time with her, it was to help her. He was not a pedophile, he says.
“The way he spoke to me about Relisha was as if she was his own daughter,” says Tatum-Jones, who doesn’t believe that his uncle would have killed her. “The way he was talking to me was that she was in a bad situation.”

Shamika Young’s sister Ashley Young, 26, says she is thankful to Warren and “people out there that do care and that are very concerned.” Despite the criticism of her family, she says, she participates in the show because it is a way to keep word of Relisha’s disappearance alive.
“Whatever I can do to help find Relisha,” Ashley Young says, “I’m willing to help, no matter how people look at me and what they think.”

"We're progressing through the investigation in a methodical method. We're following leads as they develop," says Hickson. Often one tip leads to another he says. While nothing has given investigators an idea of where Relisha is, the public's help in handing out information and looking in specific areas of town has been valuable to the investigation, Hickson says.
He believes that although some time has passed, there's nothing the public doesn't know that would help them in locating the little girl.

April 25“So many people have failed [Relisha],” Wilson said. “The system failed her. More importantly, her parents failed her. And we need people looking for her.”
In recent weeks, Wilson's Black and Missing Foundation was one of the few local organizations selected to help D.C. Police in their massive search effort at Kenilworth Park where suspect Khalil Tatum was found dead from an apparent suicide. Having been part of that search, Wilson said she is confident nothing was missed or hidden there. Her theory is that Rudd was sold, that this is a human trafficking case with more players than just Tatum and she is very suspicious of Rudd's parents.

After Relisha Rudd’s disappearance, who should care for her three younger brothers?
Before Relisha disappeared, Rudd had sought sole custody of her and her brother at least twice, aiming to take them from a mother who has come under repeated scrutiny by the city because of alleged abuse and neglect. Rudd’s own troubled past as a parent — one that landed him in prison for involuntary manslaughter two decades ago — hadn’t dissuaded him from paying the $80 paperwork fee each time and noting that “joint custody was not in the best interest of the children.”

Fighting for the children on one side is a homeless 27-year-old mother who allegedly gave police conflicting information about her missing daughter, prompting an investigation by a grand jury of possible obstruction of justice. On the other side is a 43-year-old father who was found guilty in the death of his toddler daughter, a girl who would have been Relisha’s much older half-sister.

In the fall of 1992, a 17-month-old girl named Tarricka arrived at Children’s Hospital with a split lip, a fractured skull and bruises all over her body. She would be the 12th child to die in the District that year of suspected abuse and neglect.

Few things in the District are as bizarre and wonderful as the exotic lotus blossoms of Kenilworth Aquatic Gardens, flowers of mythical power in ancient cultures that rise improbably from a mucky Washington swamp every July.

They are towering and leggy, about six feet tall, glowing pink and yellow, like something from another world.

WASHINGTON (WNEW/AP) — A report released earlier this month by the D.C. government says there was nothing that could have been done to prevent 8-year-old Relisha Rudd’s disappearance in February from the city homeless shelter where she lived.
But D.C. Councilmember Jim Graham held an oversight hearing Friday to essentially ask — Did the city really do all it could in Rudd’s case? Or is there a cover-up to protect the District against a lawsuit?
“I cannot accept the idea that the disappearance of an 8-year-old girl who was living in a D.C. government homeless shelter was not preventable,” he said.

In the case of missing 8-year-old Relisha Rudd, emotional scars transcend generations

She paces the lobby of the District’s child welfare office in Southeast, waiting for her boys to arrive. The social worker is already 15 minutes late delivering them for their weekly visit, and Shamika Young knows it will eat into her three hours with them.

“Where the hell are my kids?” asks Young, a question that could apply not only to her three sons in foster care, but also to her daughter, Relisha Rudd, who disappeared in March at age 8.

Relisha's parents speak out 1 year after disappearance

Relisha's mom, whom some had and still blame, in part, for her disappearance is turning her life around. She and Relisha's stepfather are out of the shelter and have their own place.

Relisha's mom and step dad think about her all the time. Postings on the wall remind the family just how much.

"I miss her every morning I wake up daddy good morning. I miss that. You miss them beautiful days. Relisha was everybody's joy," said Antonio Wheeler, Relisha's stepfather.

"We stay up and talk about her because we miss her and I'm not the only one," explained Shamika Young, Relisha's mother.
