Does Skyline school bear any responsibility?

I'm sorry, the fact that she took the truck specifically to pick-up the project and then made no attempt to do so just. stikes. me. wrong. And no, I don't consider the email an attempt. Terri knew she could get the project at some point in the day and did not. As I said earlier, she could have been there at the end of the school day if her concern was disrupting the class.

I had always thought that Terri intended to stay at school until 10, perhaps escorting a group, then picking up the project. But Baby became uncomfortable with teething (per Kaine), so she left. Anyone who has ever had a cranky toddler knows that they have to be catered to, for the sake of all within earshot.

So if she had intended to escort a group were they one chaperon short?

Especially considering that she was driving around the rural roads for a long time. The roads that LE asked the surveillance video about were quite close to the school.

Earlier this evening i decided to go through old notes i had taken to see if anything stood out as a lot of those earlier articles are no longer available or have been edited. I came across this with a question mark attached and reading it now i still have the question. In the neighbourhood association website they had updates (where to donate money, food for searchers, what the community could do to help etc) However this link on what to do about the media struck me as really odd at the time as it started off as i spoke with the sheriff regarding talking to the media then a disclaimer that the following was not Le advice but continues as if it were info relayed.

I talked to the sheriff’s office today and asked about the relationship between the media and people in our neighborhood. The sheriff's office expressed their sympathy for impact this event has had on the neighborhood and they understand how sad and how intrusive this has been for everyone. They understand that people need to talk about their feelings and experience. They do no discourage anyone from talking about how they feel or talking to whoever they want to talk to in the press.

These are my thoughts about what would be helpful. These are my personal opinions, these are not guidelines from the Sheriff’s office.

The sheriff’s office said that it IS helpful to keep Kyron’s name in the news. Please feel free to cooperate with the media to any extent you feel comfortable. If the media doesn’t have anything to report, there is less chance of keeping his name in the news.

Now a review of procedures at the school would seem obvious but why LE? And why would this even be put out there?? I see them trying to encourage people to be positive in the media but why go on to state a review is taking place in both places??

Any ideas???
 

I agree but still strikes me as odd to come out and say reviews are in place (well not for skyline) but for LE.

ETA : nevermind when i recall the early reports of the initial calls being given lowest priority i can see it. ughh it's late...
 
Yes, they bear responsibility, regardless of whether or not Terri was involved. They should have had a sign out procedure in place, as well as a parent call-in procedure for children who are not coming to school at all.

There should have been a process in place whereby when the teacher's roll hit the office, somebody compared the ones marked 'absent' against the sign out sheet, and list of students whose parents had called them in sick.

Any student not accounted for should have immediately had a call home, and if the parents can't be reached, then a call to 911 to report the child missing unless/until they're accounted for.

It seems to me that's just common sense to protect the children for whom you are legally (I'll leave out morally) responsible.

Ilke the sign out policy. I do not live in a "dangerous area" but our local elem school takes alot of precautions....you even if you are the parent, must sign them out if they are leaving school early which I think is a good policy. A woman I knew once asked me to go and pick her child up from the school (afterschool program) and I had to jump thru all kinds of hoops to do it! They would not let her leave with me until they finally got ahold of her Mother to verify it but I dont care. It is just being safe than sorry that schools do this.
 
These events though not common are not unprecedented, for a school to be reactive ONLY if an incident happens in their school is shortsighted in the extreme. While most schools have methods in place to deter would be abductors, this school CHOSE not to follow what is considered standard protective and proactive measures to safeguard the children

While the school rushes to implement these procedures it is still "shutting the stable door" so to speak and in it's way is a tacit acknowledgment of prior lax supervision.

No matter who took Kyron it is indisputable that we would know a lot more if the school had followed what is considered normal procedure. Yes, the school is also responsible for this tragedy.

I think that was a response to this Oregonian article of June 12, where it says this:


Officials at Skyline School didn't notify the boy's parents after realizing he was absent. The initial report was given the "lowest priority" rating by emergency dispatchers. Rush-hour traffic Friday evening delayed arrival of trained searchers, who gathered first at the Multnomah County sheriff's patrol office in outer Northeast Portland, then traveled to the site. Getting to the school and Kyron's neighborhood, in the rural northwestern corner of Multnomah County, took more than a half-hour.
