I don't get it either. If the family received assistance from WIC (who supply some formula), wouldn't the child have to be seen at the WIC office at some point? I'm not blaming WIC for the child's starvation, I am just suprised that no one caught it, especially providers of services.

You only have to bring your child to the WIC office twice a year to be evaluated. The other two times, you just go and pick up your vouchers. Probably she took the baby right when she was released from the hospital.

Couple Faced Prior Child Abuse Allegations

The first abuse allegations were made to the Department of Children & Families in 2000, when two complaints were made against Logan, said agency spokeswoman Carrie Hoeppner. Then two other complaints, focusing on the couple, were made in 2005 and 2007. It's unclear who filed the complaints.

All of the allegations focused on neglect and inadequate supervision, Hoeppner said.

While officials followed up in each of the cases, proving inadequate supervision is hard to determine without hard evidence, Hoeppner said.

"Supervision is a tough one," she said. "It is difficult to prove."

After the 2005 complaint, DCF case workers noted inadequate supervision and offered the family help, Hoeppner said.

DCF offered day care services for the children, but Logan declined. But the couple accepted a baby crib that was purchased by the agency, which also paid and arranged for a mover to move the family's furniture, which was being kept in storage, Hoeppner said.

The 2007 case was closed with no indications of abuse, and the 2000 cases were not immediately available.

Why would they need daycare? Did either of these beasts work? DCF paid to move them? WTH!??

The welfare system has to change. I think it should be state subsidized daycare while you work. Instead of a check you get a job. That job can be cleaning up along the highways, cleaning parks, job skill training, building habitat for humanity homes, cleaning animal shelters, time at a food bank, painting the walls of subsidized housing units --- SOMETHING productive. Also if on public assistance you will be required to use birth control, be subject to randon drug testing, and when your children are attending school spending time at the school as playground aide, lunch room aide, window washer, bus monitor, crossing guard, etc.

He would have faced a mandatory life sentence if he also had been found guilty of first-degree murder. However, the jury opted for a lesser charge of manslaughter. The jury also found Gardner guilty of aggravated child abuse and aggravated manslaughter of a child.
