Execution of Oscar Ray Bolin under delay for final appeal to U.S. Supreme Court
Times staff
Thursday, January 7, 2016 7:51pm

"The execution of Oscar Ray Bolin Jr. was on hold Thursday night as prison officials await a ruling on a final appeal by his lawyers to the U.S. Supreme Court.

His execution was set to take place at 6 p.m. at Florida State Prison in Starke. But by 7:30 p.m., the Supreme Court had not decided on his latest request for a stay of execution. The case was before Associate Justice Clarence Thomas. Bolin's other state and federal appeals have all been exhausted.

His execution could still go forward Thursday night..."

Attys for Killer Oscar Ray Bolin confirm ALL Supreme Court justices reviewing stay of execution appeal not only Justice Clarence Thomas.

On eve of execution, survivor of serial killer Oscar Ray Bolin Jr. recounts her ordeal

"...It's not a celebratory thing for me," the woman who survived the Ohio attack told the Tampa Bay Times on the eve of Bolin's execution. "But you won't find me mourning him, either."
• • •

The Times is withholding the name of the woman in the Ohio attack because the newspaper does not identify victims of sexual assault...

In the years after the Ohio attack, the woman said she suffered from post-traumatic stress disorder. She didn't leave her house for a year.

But she still testified in the penalty phase at four of his retrials in the Florida murders.

"I felt a calling to be the voice for those who could no longer tell what had happened to them," she wrote in an email.

She also befriended the mothers of Bolin's three victims.

"She's all of our daughters now," Matthews' mother, Kathleen Reeves, said in 1999.

Today, the woman refuses to let the 1987 attack define her. She no longer lives in Ohio. She is married to the man who was her boyfriend in 1987. She is working on a blog about her ordeal. She hopes it will help others.

She opposes the death penalty. "It's not who I am," she said.

But she hoped for peace to be brought to the mothers of Bolin's victims:

"My thoughts will be with them on that day, and their girls will forever be in my heart.".."

Florida Set to Execute Serial Killer Oscar Ray Bolin Thursday Night

Unless the U.S. Supreme Court issues a last-minute reprieve, Florida serial killer Oscar Ray Bolin will become the first inmate executed in 2016.

Bolin, 53, had his last meal of rib-eye steak, baked potato, lemon meringue pie and Coca-Cola at 10 a.m., while meeting with his wife, Rosalie, who married him in 1996, when he was already on Death Row...

State executes Tampa Bay area convicted killer Oscar Ray Bolin (with clip- "victim's mother speaks")

"STARKE, Fla. (WFLA) – After a four-hour delay due to a last-minute appeal to the U.S Supreme Court, serial killer Oscar Ray Bolin died by lethal injection at the Florida State Prison at 10:16 p.m. Thursday.

The execution took 11 minutes in a room packed with his victims’ relatives as well as his attorney and members of the media. When asked if he wanted to make a final statement, Bolin replied “No Sir.” He closed his eyes, stopped breathing and turned ashen before a doctor declared him dead..."

Why was Oscar Ray Bolin's execution delayed?

"...Delayed executions aren't the norm, but they're not unusual, said Robert Dunham, executive director of the Death Penalty Information Center.

They're also not necessarily an indication that the justices found the defendant's final arguments compelling, or were debating the merits of the briefs for hours. Sometimes, Dunham said, it takes hours just to reach all of the justices and collect their votes.

What happened in Bolin's case has happened in others where the Supreme Court received the defendant's appeal at the last minute, Dunham said. Last month, the court delayed the execution of Brian Keith Terrell, 47, of Georgia until 11 p.m., when the court denied his appeals.

Terrell died at 12:52 a.m. the next day after the nurse administering the lethal injection drugs struggled for about an hour to insert an IV.

In Bolin's case, the 11th U.S. Circuit Court of Appeals denied his request for a stay Thursday morning, the day the governor's death warrant said Bolin was to be executed. That left his lawyers with mere hours to appeal to the Supreme Court, setting in motion a review process that looked to outsiders like late-night foot dragging, but to the justices might have felt like a sprint to the execution chamber.."
