I think most insurances I have looked at seem to have a cap of $250,000/per person injured. So are there ones that have no limit?

I believe you can choose the liability cap. Someone who owns a home may want a higher liability so if they're sued they have a better chance of not losing the house. IIRC

So this guy could have had a liability cap from a wide range. JMO
 
This guy actually did have assets. At least prior to this accident.

"In her opening statement to the jury, Deskins detailed the six properties Belniak owned in Hernando County. She said at the time of the accident, Belniak's assets were in the $2 million range. Deskins said a witness was to testify Wednesday that Belniak said one week after the accident he had to get rid of the properties in his name to keep them from being taken in a civil suit."
