man arrested for killing fake dogs

It's very very wrong this man is paid $30 for each dog he puts down... where is the incentive to adopt dogs out, or get lost dogs home???

I know.. but i meant the process in general.. who would pay for euthanasia, when they could be paying not just him but other shelters for reuniting dogs with their owners, or adopting them out.....
